Irrigation Engineering Scholarships

I am an Instructor at Arba Minch University, Ethiopia. As I have BSc in Irrigation Engineering I need to up grade myself for the sake of my country's development. Many Universities gave me admission but I fail to fund myself, so how can I get scholarship?
