Background

Under the current circumstance in Ethiopia, currently there is a heavy influx of ex-combatants who will require assistance to reintegrate into communities after long periods in exile.

Hence, to secure sustainable and peaceful reintegration of the ex-combatants having returned to their communities IOM along with the Government of Ethiopia is going to implement a disarmament, Demobilisation and Reintegration Project.

Under the overall supervision of the DDR Programme Manager, direct supervision of the Regional DDR Project Officer, and working in close coordination with the Transition and Recovery team, the successful candidate will be responsible for the day to day monitoring and follow up of the implementation of various components of the DDR project as well as regular reporting on the progress regarding project implementation in his/her respective regional state where DDR is operational.

The candidate will be based in regional state where Project Coordination Unit will be established for the implementation of DDR project and serve as the IOM’s M&E focal point for the DDR project in the regional state. In particular, he/she will:-

Responsibilities and Accountabilities:

  • In consultation with Regional Project Officer and staff, contribute to the development of project standardized Monitoring and Evaluation (M&E) systems including, M&E plan, tools, quality assurance mechanisms and data collection methods and procedures;
  • Review existing monitoring mechanisms and reporting documents including but not limited to project-level M&E plans, data collection tools, Site Visit Notes and Evaluation Reports and propose improvements where necessary to help strengthen M&E system for DDR intervention.
  • Work in close consultation with Regional Project Officer, IM/Reporting Officer and staff as well as project partners to consolidate and share relevant M&E information to inform project progress and improvement in line with IOM and donor requirements;
  • Participate in the process for identifying the key performance questions, indicators and parameters for monitoring programme performance and achievements; contribute to the design of the format for performance reports on DDR implementation.
  • Develop and put in place M&E tools, frameworks, guidelines and mechanisms for the proper tracking of project activities in line with the monitoring and evaluation systems and protocols of the IOM;
  • Collect monitoring and evaluation data on a regular basis and analyze such data to inform project team for timely intervention and decision making for corrective measures;
  • Assist in designing, testing and reviewing information and data collection tools and provide technical guidance as required;
  • Undertake regular field visits to coordinate the implementation of M&E and provide procedural guidance;
  • Coordinate and/or undertake and compile necessary project data collection tasks;
  • Organize and provide staff capacity and training on specific M&E aspects;
  • Provide technical support to other similar programmes and projects of IOM Senegal to facilitate a common approach;
  • Provide support
    for evaluation and collaborate with the project team to draft management response to evaluation recommendations and assist with the monitoring of their implementation;
  • Prepare, compile and/or review monthly, quarterly and/or annual internal and external project reports not limited to M&E;
  • Perform such other duties as may be assigned.

    Job Requirements

    Education

  • Bachelor’s degree in Monitoring and Evaluation, Demographics, Statistics or Social Science, Business Administration, International Relations or a related field from an accredited academic institution.

    Experience

  • 5 years of relevant professional experience
  • Proven experience with strategic planning approaches, M&E methods and approaches, planning and implementation of M&E;
  • Substantial experience in the design and implementation of monitoring and evaluation plans in small-scale grants, preferably with experience in the field of research, monitoring and/or evaluation;
  • Previous work experience in the region, particularly on monitoring and evaluation of peace building programming, preferably operational and field experience
  • Sound knowledge of development programme planning and implementation objectives;
  • Very good communication and interpersonal skills
  • Supervisory/basic managerial skills
  • NGO/INGO experience is a plus

    Languages

  • Fluency in English is required;
    Working knowledge of other local languages in the region is advantageous.

  • Good knowledge of assessments, researches methodologies and tools and data collection skills in sensitive issues such as conflicts;
  • Personal commitment to the mandate of the Organization, a quick learner, a strong drive for results, efficiency and flexibility;
  • Ability to maintain effective working relationships with key counterparts, government authorities, international organizations and other partners;
  • Ability to work effectively and harmoniously in a team and with colleagues from varied cultures, professional backgrounds and respect for diversity;
  • Ability to prepare clear and concise reports.
  • Good level of computer literacy; proficient in Microsoft Windows and MS Office applications including outlook.
