To support the Uganda Red Cross Society response to the DRC Population Movement Operation through the management of the General logistics in the Population Movement Emergency Appeal to ensure set objectives are met within the approved Plan of Action.

International Federation of Red Cross and Red Crescent Societies Uganda Logistics Delegate Jobs

Responsibilities

  • Together with URCS plan and organise country level IFRC logistics activities, including transportation and warehouse/stock management ensuring adherence to URCS and IFRC procedures and standards to provide a high quality, efficient and cost effective logistics service that meets the needs of services users
    Develop procurement plans together with URCS and assure that the plans are aligned to the action plans.
  • Train and develop the procurement staff on the implemented procurement tracker, and ensure that the procurement tracker is sent to key stakeholders on a weekly basis.
  • Oversee that all requisitions follow the IFRC procurement guidelines.
  • Oversee that all IFRC cars are well managed by the assigned IFRC drivers, by providing oversight on daily vehicle inspections, vehicle safety and cleanliness.
  • Solve problems in the field by engaging the strengths of other actors under the UNHCR umbrella.
  • Support the Operations Manager by attending selected meetings .
  • To manage tasks and resources effectively so that deliverables are achieved within set budgets, timelines and standards
  • To develop the logistics strategy for the operation in order to provide efficient logistics services to all programs
  • To build relationships with NS Logistics teams in order to share learning and build capabilities to enable the transference of logistics activities from IFRC to NS responsibility
  • To provide logistics technical advice, support and training to IFRC staff/delegates and NS to ensure the necessary capability and understanding exists to ensure that there is full adherence to best practice principles, and compliance with necessary regulation, legislation and IFRC procedures
  • To prepare timely monthly reports detailing specifics according to the needs and distributing them to the Regional Logistics Unit and / or to Geneva
  • To support the mapping of country and NS needs, providing insight and accurate information such that country level logistics support is able to meet identified and contingency needs

    Qualifications

  • Professional qualification in logistics or equivalent experience
  • 5 years professional experience in general logistics, including warehousing, transportation, customs clearance & procurement
  • Experience in Red Cross work, working in developing countries for a humanitarian aid organisation
  • Experience in training and use of participatory methodologies
  • Experience of managing and supporting staff
    Proven experience to carry out logistics assessments and set up large operations
  • Experience of working as part of a team
  • Self-supporting in computers
  • Coordination and partner relationship building/ Excellent skills in networking with other agencies and organizations - Good interpersonal skills
  • Ability to work under stressful conditions, meet deadlines and travel extensively to support field operations or training
  • Excellent communication and organizational skills as well as logistics technical expertise with good knowledge of Logistics tools and guidelines for programming
  • Valid international driving license for light vehicles (manual gears)
  • Skills to analyse and draw conclusions for a rapid and well-argued decision

    To support the Ugandan Red Cross Society (URCS) to manage the Population Movement Emergency Appeal operation to ensure set objectives are met within the approved budget and timeframe.

    International Federation of Red Cross and Red Crescent Societies Uganda Operations Manager Jobs

    Responsibilities

  • Reporting to the IFRC EAIOI Operations Coordinator in Nairobi, and working closely with the URCS Field Operations Manager in Hoima district and the
    DRM Manager in URCS HQ in Kampala.
  • Oversee the coordination of timely, efficient and effective IFRC support to the Ugandan Red Cross Society in responding to the impact of the on-going influx of populations from DRC.
  • The delegate will support URCS to ensure close cooperation with Movement partners as well as communication and coordination with Government officials and agencies, UN partners and non-governmental organizations.
  • Support the field level implementation structure in operational planning and implementation in accordance with agreed priorities and adherence to relevant IFRC/URCS standards and requirements.
  • Work closely with the field based URCS implementation teams, technical units and branch structure in Kyangwali refugee settlements and Sebagoro entry site (Hoima district), and supporting activities in Ntoroko entry site (Ntoroko district).
  • Overall responsibility for supporting the planning, management and coordination of the Population Movement Emergency Appeal operation alongside URCS to achieve timely and effective implementation in Hoima district.
    Responsible for initiating effective monitoring and reporting mechanisms as part of the Population Movement Emergency Appeal operation in Uganda and ensuring URCS capacity building in PMER & DM systems/requirements.
  • In collaboration with IFRC Finance (Nairobi) and URCS Finance, monitor expenditure against budget including specific pledge commitments for expenditure and reporting.
  • Ensure the timely development and provision of appeal and pledge based narrative and financial reports to the IFRC EAIOI office, according to IFRC procedures.
  • Provide coaching, mentoring and capacity building support, as required, to the operations management and technical staff of Ugandan Red Cross Society.

    Qualifications

  • Relevant University degree (WASH/ Public Health/ Civil Engineering /Disaster Management)
  • IMPACT course (or equivalent knowledge)
  • Demonstrable experience working as an Operations manager, preferably in a remote or isolated emergency context and/or in a refugee camp setting.
  • Five years’ experience working for a humanitarian aid or local organization on empowerment and community-driven capacity building.
  • Experience building and maintaining strong cooperative and professional relationships with local and international partners
  • Experience of project planning and implementation, monitoring and evaluation
  • Experience of writing comprehensive narrative and financial reports
  • Experience of working for the Red Cross/Red Crescent Movemen
