Job Duties and Responsibilities


  • Carrying out donor research and actively engaging the donors to contribute towards thematic funding for Africa Region.
  • Involving the senior management team in advocacy meetings at various levels within the region to promote donor relations and to advocate for donor funding for the thematic funding as appropriate, to ensure alignment with the Movement principles of cooperation in resource mobilization.
  • Coordinate and provide support on proposals/concept notes development process with all relevant units.
  • Ensure timely submissions of all proposal to partners/donors in close cooperation with the Head of Partnerships and Resource
  • Development, PRD officers for the region and country clusters and the PRD Geneva team for Government and multilateral donors such as EU, US Government follow internal procedures of submission through Partnerships and Resource Development Department in Geneva and directly for local submissions. Follow up on donor/partners feedback on proposals/concept notes submitted and systematically share the information with the team as part of lesson learning.
  • In close cooperation with Head of PRD, work with the various units, country offices and country cluster offices in the AOR, to develop the Africa region’s budgets and funding plans for both emergency appeals and long-term plans,
  • Provide technical review of the funding plans to ensure that they tally with the operational plans and budgets.
  • Provide advice to all Budget Holders during the planning process on realistic funding plans which would also reflect funding needs and gaps.
  • Maintain an overview of the funding situation of all current annual plans and emergency appeals in Africa Region, continuously identifying gaps in funding and funding priorities.
  • Provide support to relevant teams within Africa Region to ensure well developed and coherent annual funding plans, contributing to the efforts of the PRD global team for developing funding opportunities.
  • Ensure the Africa Region funding plans are well documented and stored in relevant systems (CRM and the IFRC SharePoint).
  • Support the Head of PRD for Africa Region in ensuring delivery and follow up of annual funding plans for Africa Region.
  • Provide input into the PRD global planning process when required in cooperation with PRD colleagues globally and in Geneva.
  • Development of the Africa Region emergency appeals strategy for the IFRC and the National Societies to support implementation of the Federation Wide Resource Mobilisation objective to maintain leadership in resource mobilisation for emergencies.
  • Coordination of resource development for emergency appeals, including generating and sharing relevant information with which to communicate to key partners for IFRC Africa emergencies.
  • Lead income generating teams in developing pro-active outreach to partners and donor groups, and co-ordinating with communications to ensure adequate communication and marketing materials are available and shared.
  • Design emergency marketing campaigns, ensuring National Societies have access to appropriate marketing materials that can be adapted for local contexts.
  • Undertake effective negotiation with National Societies in order to secure pledges and grants.
  • Undertake occasional monitoring visits to implementation areas of grants.
  • Ensure conformity with proposal documents and contract requirements and to strengthen the Partnership and Resource Development team representation and positioning vis-á-vis donors
  • Review and ensure quality and compliance of grant applications, funding proposals and reports submitted to governments, EU, DG ECHO, USAID, UN agencies and others, as appropriate.
  • Ensure consistency and compliance to grant management procedures in view of achieving quality reporting and accountability.
  • Establish tracking sheets to track hard and soft pledges for all incoming funding on CRM for both emergency appeals and thematic funding,
  • Ensure good CRM data input and analysis of donor trends benefitting fundraising efforts in Africa Region.
  • Reflect longer term plans in CRM and provide analysis of funding gaps.
  • Ensure Donor information and
    overview is captured and analysed in CRM.
  • Work with the Federation Data Reporting systems to develop the organisation’s capacity to capture relevant and useful data on National Society domestic fundraising.
  • Participate and/or lead where relevant, in partner evaluations, assessments, reviews and/or audits to ensure IFRC systems and operations are accurately represented and partner requirements are successfully met. 5.3 Emergency Fundraising and Marketing
  • Ensure effective use of CRM to manage emergency appeal and campaigns, contact lists, funding plans, etc. as the tool for analysis, tracking and forecasting of partner opportunities and commitments.
  • Monitor the effective stewardship of National Society and Government partner funds relating to emergency appeals received in line with partner expectations related to implementation, results based reporting and visibility.
  • Monitor progress and performance towards deliverables, identify risks and inform senior management of actions to be taken to mitigate risks.
  • Create and manage a fundraising investment mechanism for the sole purpose of National Society capacity building, including the governance and monitoring of funding.
  • Lead the development of external partnerships to progress National Society fundraising capacity building e.g. CRM database, fundraising agencies and consultancies.
  • Provide guidance to Regional PRD team to ensure PRD forms an integral part of National Society organisational development, working also with organisational development teams in the region.
  • Take proactive measures to develop effective governance for fundraising (e.g. financial management systems, development of fundraising management standards, etc.).



    Qualifications


    Education

  • Master’s degree in relevant discipline (ex. g. International Relations, Humanitarian Affairs, Business Administration, Economics, Finance).
  • Relevant professional training courses (Red Cross/Red Crescent related, humanitarian and development sector, management)

    Experience

  • At least 7 years working experience out if which 5 years relevant experience in managing relations with donors and partners
    Red Cross Red Crescent work experience
  • Experience in research of partner trends, humanitarian financing data, regional debates and partner positions in humanitarian aid.
  • Experience in identifying and articulating strategic issues, risks and priorities to provide sound advice to senior management.
  • Experience in working with partners across multiple functions including private and public sector
  • Experience of developing EU related proposals and ensuring strong communication from start to end of relationship.
  • Experience/knowledge in pledge management, planning, reporting systems and financial management.
  • Experience of development and implementation of funding plans.
  • Extensive experience of grant and proposal writing for emergency funding applications.
  • Experience and knowledge of working in multi-disciplinary fundraising functions e.g. direct marketing, digital, corporate partnerships, multi-laterals and with Government partners etc.
  • Ability to translate strategy into action.
  • Exemplary negotiation and relationship skills, the ability to collaborate internally and externally with stakeholders.
  • Results oriented individual, strategic thinking, entrepreneurial and hands on.
  • Outstanding representational, communication and training skills. An ability to be proactive and persuasive, contributing to a client-focused culture.
  • Demonstrated track record in innovating, contributing to a learning culture, sharing knowledge with strong analytical skills.
  • Track record in producing high quality work within short deadlines and ability to make effective, timely decisions.
  • High degree of discretion, tact and sensitivity in dealing with internal and external clients and stakeholders at all levels.
  • Fluency in Microsoft office tools and experience in the use of CRM for resource development.
  • Strong knowledge of grant processes and guidelines especially for Multilateral donors
  • Excellent relationship building skills; ability to build and strengthen internal and external networks and establish effective partnerships, with National Societies
