How to Get a Scholarship

I am in a controversy, am a Kenyan who prefers to study in one of the abroad countries.

I happen to have difficulties in applying for scholarships or even admission as I hardly get a view of the advertisements due to lack of/or shortage of regular briefs whenever they are publicized.

Where can I get as adequate advertisements as possible so as to apply for the scholarships?
