How to Apply and How to get Scholarships

I am a Ugandan that has just finished my studies in Science and I was wondering a lot about the whole process of obtaining scholarships abroad to study Computer Science and Information Technology. I would appreciate if you would help with the follow up as far as the application forms and other things are concerned.
