How do poor students get to the grants?

I was just thinking, not all of us get access to the computer, not all of us have laptops and not all of us have information on various issues. For example, those who get to hear about scholarships are people who are exposed to the information about the same. How will this help that student, individual or that subject in need who has never seen a computer, a magazine but whose real desire is to get someone to shed some light in their lifes? For instance, am almost through with my undergraduate Diploma course and I know, I will never be able to fund for post graduate education, who talks on our behalf?
