    Mission Context

    Uganda currently faces the fastest-growing refugee crisis in the world. From July 2016 through January 2017, more than 512,000 South Sudanese refugees arrived in the country – an average of roughly 2,400 per day – flying from conflict, insecurity and famine in their country.
    Handicap International conducted a first rapid assessment mission in November 2016 following the increase in the influx of refugees from South Sudan. On the base of the results of this first mission, an emergency response team deployed to Uganda in May 2017 with the objective of updating and deepening on the findings of the first assessment, defining an operational strategy and preparing the set-up of Handicap International response in Uganda.
    Following the results of the assessment, HI has developed an integrated strategy aiming at providing inclusive protection and life-saving integrated humanitarian assistance to the most vulnerable population (refugees and host population) affected by the refugee crisis. Main areas of intervention are Protection, Inclusion, Mental Health and Psychosocial Support, and Food Security and Livelihoods. Its identified area of intervention is Arua, West Nile District, Uganda.

    HIs strategy is developed around the following axes:
    -set up of a referral system in close collaboration with the MEAL department (pending funds approval)
    -enhancement of the welcoming and the identification of the needs of the people with special needs and protection at-risk individuals, by providing Psychosocial First Aid
    -strengthening of inclusion approaches among humanitarian actors in place
    -dissemination of MHPSS related awareness-raising and information
    -support to community based mechanisms towards social cohesion, connection and wellbeing
    -implementation of Psychosocial support groups to encourage group dynamics, interaction and connections between participants

    Job Description

    Under the line management of the Field Coordinator, the Protection and MHPSS Manager oversees the protection and MHPSS project in Rhino Camp settlement, Arua, West Nile Region. In this capacity, the Protection and MHPSS Manager is
    responsible of the technically sound conception and implementation of the sectoral approach with the support of HQ Technical Referents.
    He/she plays the role of a field technical expert ensuring the adaptation of Handicap International technical sectoral approaches to Uganda context, of the capacity building of team, the supervision of the intervention and its quality control of the day-to-day activities implemented.

    Under the leadership of the Field Coordinator and in close collaboration with the other sectoral managers, the Protection and MHPSS Manager contributes to further developing Handicap International´s integrated approach.

    Main responsibilities linked to the position are: 1/Project Cycle Management 2/Reporting 3/Representation and coordination 4/Team Management

    Specificity

    Uganda is relatively safe as long as security guidelines are respected. One of the main risks confronted in the country is the road accidents. The standard of medical care in Uganda is significantly below appropriate standards although there is a growing private medical sector, specifically in the capital, Kampala.
    Mobile telephone services are widely available. Internet connections are available and generally reliable, particularly in business-standard hotels and facilities.

    Required Profile

    Experiences:

  • academic background within the fields of Protection, MHPSS, Social Work, Anthropology or related
  • at least 2 years of professional experience in a managerial NGO position
  • strong experience in project cycle management, preferably within multisector approaches
  • previous experience in at least one of the fields of
  • Protection, MHPSS and/or Inclusion
  • knowledge of protection risks -writing skills
  • capacity building and coaching skills
  • experience with Handicap International is a strong asset
  • experience launching of operations is an asset
  • knowledge of Uganda context is an asset

    Competencies:

  • proven managerial experience
  • proven representation experience
  • strong communication skills
  • English mandatory (oral and written)
  • strong writing and reporting skills
  • knowledge of Microsoft applications

    Personal qualities:

  • ability to work under pressure
  • good coordination skills
  • strong interpersonal and intercultural skills

    Conditions

    Starting date: 01/09/2017
    Length of the contract: 6 months (renewable, upon funding confirmation)
    Salary: from 2250,00€/month (gross), depending on experience
    Perdiem: 517,10€/month (net)
    Hardship allowance: 250€/month (net)
    Insurances: medical health coverage, retirement planning, repatriation
    Paid holiday: 25 days per year
    R&R: 5 days every 3 months
    Status: single position
    Housing: Collective taken in charge by Handicap International
