3. Terms of Reference for the Provision of Sign Language Services

1. Introduction

Handicap International (HI) is an INGO specializing in the field of disability and development.

HI places a strong emphasis on empowering persons with disabilities and their representatives, through their full participation into mainstream development processes and the provision of appropriate and accessible social, health and rehabilitation services, in order to ensure equal opportunities for all.

Context analysis
Handicap international is implementing a child protection project: 'Ubuntu care project’, which seeks to confront sexual violence against girls and boys, including girls and boys living with disabilities. In Kenya the projects geographical coverage is Trans-Nzoia County.

The project aims to address the root causes and mitigate the consequences of violence against children especially those living with disabilities.

Most service providers experience burn out as a result of the many cases of sexual violence against children that they handle. There is need to provider support supervision services to enable them continue to offer quality services.

Handicap International seeks to engage the services of sign language interpreters who will be available on-call at service provision points for children survivors of sexual violence.

The services of the Sign Language Interpreters will also be utilized during children meetings, trainings and forums organized with the project activities where children with hearing impairment will be participating.

2. Responsibilities of the Language Interpreters
  • Provide sign language interpretation services especially at the Gender recover centre, Child protection unit at police station or during testimonies at the courts for children with hearing impairments.
  • Inform/Liaise with HI whenever called upon to provide services at any service provision points.
  • Be on time whenever called upon and be present until end of the function
  • Ensure confidentiality; information gathered from survivors can only be shared with authorized officers of the government mandated to handle cases of sexual violence (police, children’s dept or magistrates during hearing).

    3. Requirements
  • Diploma in Kenyan Sign language with at least 3 years experience working experience.
  • Experience in counseling will be an added advantage
  • MUST have Knowledge and experience in working with children with hearing impairment.
  • Ready to offer sign language interpretation services on call
  • Ready to respect HI terms and conditions during the contract period

    4. Service Duration and Location
    The SLI services will be provided in Trans-Nzoia County immediately from November, 2016 to December 2017.

    A briefing session will be scheduled at HI-Kitale office where the sign language interpreter will also be introduced to service providers (health workers, police, children’s department and Judiciary).

    5. Reporting
    For the duration of their work the sign language interpreter, will report on monthly basis to Ubuntu Care project manager.

    Progress report will consist of:
  • The general progress of the sign language interpretation services
  • Challenges experienced and proposed solutions to these challenges
  • Specific action or involvement required from Handicap International

    6. Resource Person
    Within the framework of the service provision, the sign language interpreter will be asked to collaborate with Handicap International’s teams and in particular with the Child Protection Project Officer and the Child Protection Project Manager who will be the point of contact.

    7. Budget
    Payment will be KSh. 1,500 for sign language interpretation services per day inclusive of transport. All other expenses are to be catered for by the Sign Language Interpreter.
    Only the sign language interpreters providing the service with prior authorization by HI will be entitled for the payment.
