Grants and Scholarships

I have a bachelor's degree in Adult and Community Education. I am currently working in the position of a community development officer at Agakhan foundation programme in Uganda. I have tried to get sponsorship for the masters degree but so far failed. I have financial constraint. Is it possible to access a grant for masters in Social Research or bachelor's degree in ICT or even crosssing to practical technical course in my home country? Please advise other alternatives accordingly.
