Gates Cambridge Scholarship

I am about to gain a bachelor degree in Education and studied in the US as an exchange student for a year.

Can I do a second undergraduate degree in Land Economy or any related field through Gates scholarship or is it applicable to graduate degrees only?

According to the information the sponsors have given, scholarships are for graduates with a small number also available for study towards a second undergraduate degree but on condition.
