The Feed the Future Ethiopia Value Chain Activity (FTFE VCA) is part of the US Government’s Feed the Future Initiative and the Government of Ethiopia’s Agricultural Growth Program II representing a major USAID investment in the agricultural sector.

It is a five year initiative (January 2017 to December 2021) and currently in mid-execution. FTFE VCA is implemented by Fintrac with the goal of supporting the development of Ethiopian smallholder farmers’ commercialization of agriculture objective, particularly through improving the ability of Ethiopia’s agriculture to meet both international and domestic demand and requirements in targeted product lines in chickpea, coffee, dairy, maize, livestock (meat and live animals), and poultry.

FTFE VCA is transforming the targeted product lines into efficient, private sector led value chains that deliver competitive products to domestic and export markets. Project activities target training, matching grants, and technical assistance that leverage private sector investment while encouraging innovation.

Together, these approaches support to streamline supply chains, optimize profit margins, increase participation of youth and women entrepreneurs, and ultimately make Ethiopian products in selected value chains more competitive and profitable.

The project currently operates in four regions (Amhara, Oromia, SNNP and Tigray) and aims to reach at least 300,000 direct beneficiary farmers over the five-year period.

Position Summary:

The M&E Manager, based at the head office in Addis Ababa, is part of a diverse MEL team responsible for performance monitoring and evaluation and learning activities.

These activities include (but are not limited to) survey and sample design; routine and sample survey-based quantitative and qualitative data collection; managing partner level data and monitoring; data quality assessments (DQAs); analysis and report writing, and internal evaluations of performance.

The M&E Manager reports directly to the MEL Director and guides the M&E Specialists (6; regional/field-based / 1; head office Addis based).

Major Duties and Responsibilities

  • Provides direct management of the annual performance monitoring survey (APMS), targeted and “focused” surveys, routine monitoring data collections (in collaboration with the Database Manager, National M&E Specialist, technical team or other points of contact), and other MEL-related activities
  • Validates questionnaires, data collection procedures, and MEL policies and procedures to guide partners, subcontractors, and grantees
  • Collaborates with M&E subcontractors (as applicable) to establish statistically rigorous samples in accordance with Feed the Future sampling guidance
  • Collaborates with the MEL Director and home office teams to maintain the MEL team’s internal work plan up-to-date and participates in routine check-ins to ensure key deadlines are met;
  • Supervises Regional/National M&E Specialists
    on Fintrac M&E methodologies, data collection processes, actively seeking staff development needs and professional growth opportunities;
  • Leads in maintenance and dissemination of tailored training materials in order to enhance staff understanding of core MEL principles;
  • Works closely with the Addis-based M&E Specialist to monitor quarterly achievements towards annual performance indicator targets;
  • Assists the MEL Director in managing the division’s demanding workload to ensure deliverables are prioritized effectively (with a major emphasis on meeting contractual requirements to donors);
  • Supports the MEL Director to maintain FTFE VCA’s MEL Work Plan and MEL Plan, ensuring indicators are updated on a quarterly basis;
  • Supports in performing data analysis and preparing content for quarterly and annual reports for USAID and the government of Ethiopia;
  • In coordination with the National M&E Specialist, liaises regularly with FTFE VCA’s implementation team to design client/partner-focused routine data collection systems, ensuring MEL principles are integrated into relevant activities and reporting data is collected accurately and timely for reporting;
  • Participates with other FTFE VCA teams (and partners) in the design of data collection systems, ensuring that M&E is integrated into relevant activities and that data is collected accurately and timely;
  • Identifies and promptly communicates data collection field insights, lessons learned, success stories, and areas of improvement and risk to MEL Director, FTFE VCA implementation team (and other relevant departments, as applicable;
  • In collaboration with the MEL Director, supports the Database Manager on USAID data quality assessments to ensure data quality requirements are met;
  • Performs additional managerial duties as assigned

    Job Requirements

  • Masters degree preferably in Agricultural Economics, Economics, Statistics or a related field;
  • Minimum of 5-7 years of experience primarily in management-level monitoring and evaluation roles (with USAID experience strongly preferred);
  • Proven experience in quantitative and qualitative data collection methods and analysis;
  • Advanced knowledge of statistics and ability to critically (and in many cases, creatively) analyze and interpret data and clearly present findings in both written and oral form (in both English and Amharic);
  • In-depth knowledge of MS Excel, PowerPoint, Word, and at least one statistical analysis package (Stata, SPSS, etc.); knowledge of databases and ArcGIS a plus;
  • Demonstrated knowledge of agricultural development (maize, chickpea, coffee, dairy, meat and live animals, and/or poultry value chains are a plus).
  • Progressive experience in a leadership role managing both staff and work content; at ease managing geographically disperse staff, time, and competing deadlines;
  • Highly adaptable and willing to travel to remote rural areas on short notice.
