FHI 360 currently is seeking qualified candidates for the position of Chief of Party (COP) on the anticipated USAID-funded Uganda Integrated Child and Youth Development (ICYD) Activity.

The COP will provide vision and strategic leadership to ICYD and will be responsible for the overall planning, implementation, management, and performance of the activity.

His/her primary responsibilities include providing overall leadership management and general technical direction of the entire program, ensuring an integrated vision among different components and key stakeholders, and a focus on achieving the results defined in the contract.

The COP will be expected to identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments.

He/she will supervise activity implementation and ensure the activity meets stated goals and reporting requirements.

The COP position requires political savvy, as he/she will interact with, coordinate, and liaise with numerous institutions and senior-level national and sub-national level government officials from the Government of Uganda, other donors, USG implementers, and NGO-sponsored activities.

The COP will have demonstrated ability to work in complex environments and manage diverse teams to deliver impact within agreed timelines.

Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.

Essential Job Functions: Duties and Responsibilities:

  • Lead the project team and manage subcontractors; serve as the institutional liaison and be responsible for chief administrative and technical oversight of the project
  • Ensure that all assistance provided under the award is technically sound and appropriate for the needs to be addressed
  • Manage and supervise the work of experts/personnel provided under the award
  • Serve as the primary point of contact for information on the progress and current status of all activities under the award
  • Establish appropriate monitoring mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported and that project objectives are met
  • Manage the preparation and presentation of work plans, M&E plans, and all reports
  • Work effectively in teams and collaborate in a multi-agency setting

    Minimum Requirements:

  • Minimum of a Master’s degree in health, education, or related field from an accredited university
  • At least 10 years of experience in relevant management, supervisory, and technical experience working with programs that are of a similar scope and scale to this program
  • Demonstrated experience in education, health, or another relevant field
  • Demonstrated experience in working with the private sector, building local capacity, etc.
  • In-depth knowledge of and substantial experience with OGAC/PEPFAR, Country Operational Planning (COP) processes, PEPFAR Guidance, and PEPFAR reporting
  • Ability to provide technical guidance to PEPFAR partners in assessment, development, and implementation of the ICYD Activity’s data quality initiatives
  • Experience in sub-Saharan Africa, especially in Uganda
  • Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting
  • Demonstrated experience working alongside project stakeholders to deliver impact within agreed timelines
  • Fluency in English required
