Favorable Qualifications for a Scholarship

I wish to inquire the qualification for scholarship, i have done certificate in Craft Electrical Engineering and would like to advance though limited by finance. Does the fact that am not in college right now disqualify me for a scholarship? Some of the scholarships require such certificates.
