Background

The Ethiopian Agricultural Transformation Agency (ATA) is a strategy and delivery oriented government agency created to help accelerate the growth and transformation of the country’s agriculture sector.

The ATA envisions that, by 2025, smallholder farmers are commercialized with greater incomes, inclusiveness, resilience and sustainability, contributing to Ethiopia’s achievement of middle-income country status.

The agency focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture and Livestock Resources (MoALR), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda.

Second, we support Regional Governments to accelerate development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.

Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects.

Purpose of the Position

The ATA, in partnership with the Rural Economic Development and Food Security (RED&FS) Secretariat of the MoALR and the Bill and Melinda Gates Foundation (BMGF), have developed an Agricultural Investment Mapping (AIM) tool, which will be utilized collect, centralize and visualize agriculture and livestock investment portfolio information.

The AIM tool will support stakeholders obtain a comprehensive picture of who is doing what, with whom, and where in the Ethiopian agriculture sector.

The AIM project team has been instructed, by the MoALR and ATA, to expand the AIM tool into the four main regions and capture the regional agriculture and livestock investment information.

This expansion will provide regional organizations a clearer understanding and data of regional agriculture and livestock project and ultimately improving collaboration/synergies at the regional level.

The Senior Project Officer will lead the AIM project team in strategic problem solving, strategic integration, data management, database development and data visualization.

The Senior Project Officer will work closely with the RED&FS Secretariat, the Ministry and Regional Bureaus of Agriculture, Development Partners, Regional Bureaus of Agriculture SpatialDev, and the Ministry and Bureaus of Finance and Economic Cooperation.

This position will officially report to the ICT Project Team Lead

Essential Duties and Responsibilities

  • Serve as focal person between the AIM Project team and the RED&FS Secretariat and BMGF to ensure the AIM tool is being designed and developed to meet the needs of the MoALR and RBoA, and Development Partners

  • Lead, manage, and be responsible for the work
    streams related to the AIM project with consultation, guidance and supervision by the ICT team lead

  • Take the lead in the development of high-quality, reliable and user-friendly databases, maps and geospatial resources that will be utilized via the AIM tool

  • Lead the data sourcing, management, analytics and visualization and provide guidance and direction to the regional project officers

  • Manage the expansion of AIM tool, which would assemble agricultural and livestock investments in the regions, zones, and woredas

  • Actively seek out data partnerships and cultivate relationships with development and government officials’ partners

  • Build and maintain strong working relationships and partnerships with the MoA, RBoA, DPs, MoFEC, BoFEC, BMGF, and the service providers

  • Support and mentor to regional project officers; be an active participant in creating a learning environment at ATA

  • Lead the quality control checks during the transfer of records from ‘work-in-progress’ to ‘finalized-version’ databases for work accomplished with emphasis on relevance, comprehensiveness, conformity to established rules & standards;

  • Mange the development of the AIM tool, which would assemble agricultural investment and agricultural portal data

  • Develop a strategy to institutionalize the tool and to ensure sustainability in the long term (10-20 years)

  • Manage overall development and enhancement of data infrastructure, analytics and reporting capacity at ATA

  • Ensure that deadlines are adhered with regards to completion, submission, and final editing of data to the AIM project

  • Engage with internal teams and external partners to identify opportunities additional agriculture and livestock investment data and information

  • Design and support regional PO coordinate trainings for end users and owners of the AIM Tool and editor modules,

  • Drive capacity building activities and ensure the AIM end users and key stakeholders are familiar and comfortable using the ITS.

  • Coordinate and conducts trainings for on a wide range of stakeholders on how to maintain and update the AIM Tool and Database on a regular basis

  • Provide assistance conducting for Federal and Regional MoA counterparts

  • Conduct follow up trainings in order provide troubleshooting and sustainability of using the system

    Job Requirements

    Required qualifications and experience

  • Bachelor or Master’s Degree in Economics, ICT, Finance, Statistics, Management Information Systems, GIS, Computer Science, or Agriculture Sciences or other relevant fields

  • At least 8 years (for Bachelor’s) or 6 year (for Master’s) of experience in data sourcing, strategic management, analytics, visualization and reporting

  • A minimum of six years has been working in the ICT and/or GIS sectors and/or the agriculture sectors

  • Ability to communicate complex ICT-related topics to individuals with no ICT background and senior government and policy makers

  • Experience working with multiple partners, especially Public and Private organizations to implement ICT projects.

  • Ability to thrive in a fast-moving environment, with an emphasis on high performance, teamwork, accountability and results

  • Excellent communication skills

  • Ability to work under pressure and in a constantly evolving and challenging environment

  • Familiarity with data management platforms, including content management systems

  • Ability to build relationships with stakeholders

  • Excellent analytical, problem-solving, data gathering, QA/QC skills

  • Excellent oral and written communication skills

  • Fluency in English is essential. Fluency in Amharic is a plus skills

    Preferred Qualifications:

  • Previous working experiences working with the MoA, RBoA, MoFEC, BoFEC, BMGF, and DPs

  • Previous experience working with agriculture and livestock investment information

  • Experience and exposure working the BMGF Investment tracking platforms

  • Experience with data flows

  • Knowledge of ICTs for rural areas, otherwise known as “ICT4D”
