Overall purpose of the role:

DRC Ethiopia is implementing a Protection project in response to the displacement of an estimated 1 million Ethiopian nationals between Gedeo, SNNPR and West Guji, Oromia.

The Protection Manager will plan and oversee the implementation of all protection activities in West Guji, will provide technical guidance and will take the lead in developing and planning new protection interventions.

The Protection Manager will be expected to have significant experience implementing protection monitoring, referrals, individual protection assistance and community-based protection responses in complex displacement contexts.

Furthermore, the Protection Manager must have demonstrated experience engaging with relevant stakeholders and local authorities, and in provide capacity building trainings related to key protection concepts and issues.

Responsibilities:

  • Ensure that the design and implementation of all of DRC’s protection activities in West Guji address the priority protection needs of the internally displaced population.
  • This will entail the ongoing review and analysis of developments that have an impact on the protective environment in DRC’s areas of interventions.
  • Lead and contribute to protection assessments, identification and documentation of protection needs, and liaise with the Area Manager and Protection Coordinator to inform program design and strategic direction.
  • This entails contextualizing all protection guidelines and protocols shared by the Ethiopia country office.
  • Oversee implementation of assigned protection projects as per donor project documents.
  • This will entail developing and updating detailed implementation, work and procurement plans and ensuring strict adherence to such plans.
  • Provide technical guidance and direct oversight of all protection interventions in West Guji, ensuring quality and adherence to national and international protection standards and guidelines as well as DRC protection policies.
  • Develop staff capacities on protection issues, conducting participatory protection assessments and monitoring and inclusion of vulnerable groups though training, mentoring and coaching.
  • Develop and facilitate trainings and workshops for IDP community members and other stakeholders that promote improved understandings of protection issues and ensure the observance of international protection and humanitarian law standards.
  • Ensure that protection concerns are mainstreaming into other sectors of intervention implemented by DRC in West Guiji.
  • Develop or adapt program and monitoring tools and ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for DRC MEAL purposes.
  • Ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, and advocacy.
  • Compile and finalize donor and internal protection reports and provide regular updates to the DRC Ethiopia’s
    Head of Program and Protection Coordinator.
  • Collaborate with the Head of Program and Protection Coordinator to identify and promote advocacy issues where needed and in line with DRC’s mandate in West Guji and ensure internal coordination and harmonization of DRC protection-related activities with DRC Ethiopia and Djibouti’s regional protection programs.
  • In coordination with DRC’s Area Manager, liaise with governmental officials, international and national organizations and site management structures on DRC’s behalf, and represent DRC in relevant coordination structures and promote positive working relationships with partner organizations

    Reporting
  • The Protection Manager will report to the Area Manager, Bule Hora

    Qualifications
  • Minimum Bachelor degree in social sciences, law, social work, international development, or other relevant field from a recognized institution.
  • At least 5 years of experience leading the implementation of protection activities, including support to community-based protection structures, protection monitoring and analysis.
  • Minimum 4 years of experience in a mid-level position, with experience in the field of humanitarian response working for an international NGO, UN agency or relevant ministry or local authority.
  • Experience with design and implementation of protection intervention targeting IDPs.
  • Proven commitment to accountability and quality assurance.
  • Excellent analytical and writing skills.
  • Experience with capacity building, and organizing and facilitating trainings and workshops.
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with staff members and other stakeholders.
  • Experience in managing staff.
  • Experience working in cross-cultural, multi-sector and/or remote environments.
  • Ability to work well under pressure and in adverse conditions.
  • Substantial project management skills and experience.
  • Commitment to learning and implementing organizational policies and procedures.
  • Full proficiency in Microsoft Office.
