Overview of position: Our client is the world’s largest humanitarian agency, fighting hunger worldwide. The Regional Bureau provides strategic guidance, policy/technical support and direction to our client's operations and activities in nine countries: Burundi, Djibouti, Ethiopia, Eritrea, Kenya, Rwanda, Somalia, South Sudan and Uganda.


The Junior Consultant will support the team in providing assistance to Country Offices in relation to routine M&E activities (logframe review, report review, etc). The Junior Consultant will also support quality analysis of PDM and FSOM results to inform operational decision making and strategic reorientation.



This assistance is particularly required for South Sudan, Ethiopia, Somalia, Burundi and Djibouti COs – where lack of time or lack of expertise in statistical analysis have led to an underutilisation and analysis of monitoring data. She will also support the CSP process, Logframe review for all Cos in the region.


Role objectives


Under the direct supervision of the M&E Programme Officer (JPO), the Junior Consultant will be responsible for the following tasks:


  • Supporting COs in reviewing and finalizing the CSP/ICSP Logframe, following up on Baseline and target data
    entry in COMET for all Cos in preparation for the SPR
  • Support CO in preparing in depth analysis of outcome results, with a focus on Burundi, Djibouti and Rwanda.
  • Coordinating the efforts to ensure that mid-year values are available in COMET
  • Support the preparation of technical reports, proposals, guidelines and operating procedures.
  • Supporting the team in completing a backlog in entering the management response to decentralised evaluation in the ACE database.


    Expected output


  • Completed the entry of Response to Decentralised Evaluation in the ACE database
  • All Cos have baseline and target data entered in COMET
  • One or two in-depth analysis completed
    Project reporting


    Reporting to: the M&E Programme Officer.


    Key competencies


  • Master degree complete
  • Experience with WFP RBN is desirable
  • Strong analytical skills including statistical analysis using SPSS
  • Knowledge of the region
  • Knowledge of WFP M&E system such as COMET and ACE is required
  • Languages: Working knowledge of French and English. Able to speak and read in French is key given the focus on Burundi and Djibouti

  • This role does not require team management
