Commonwealth Shared Scholarships Scheme

I applied for a scholarship(masters in accounting and finance) in UK, they accepted and sent me an application form, I completed the form and then they sent me an admission form.

To me I thought that is a scholarship but unfortunately,they sent it together with the financial demand of which I could not afford.
