1. CHS Kenya Monitoring and Evaluation Jobs


Centre for Health Solutions – Kenya (CHS) is currently sourcing for a high calibre, self-motivated and dynamic individual to fill the position of Monitoring and Evaluation Officer for the PEPFAR-funded Tegemeza Plus project in Central Kenya.

Overall Job Function

Responsible for coordinating all field-related M&E activities and provide constant feedback to both the technical and project teams including health care workers across CHS-supported health facilities.

Key Responsibilities

  • Act as a link between CHS and CHMTs on all health data related issues.
  • Provide technical support to CHS-supported health facilities in collection, collation, analysis and reporting of health information to relevant stakeholders using national reporting systems.
  • Contribute in the review and/or development of monitoring and evaluation tools and systems that are responsive to data needs.
  • Organise and/or participate in M&E related capacity building activities targeting CHS staff; health facility staff; and other stakeholders.
  • Work closely with other CHS staff and stakeholders to strengthen systems for monitoring patient outcomes; monitoring quality of care; tracing patients who default; data quality assurance; and data collection, collation, analysis and dissemination.
  • Provide expertise in developing and/or review of indicators for monitoring and evaluation of program performance.
  • Ensure timely and proper implementation of the Ministry of Health’s monitoring and evaluation guidelines including roll out of new tools across all CHS-supported facilities.
  • Strengthen data utilisation for decision making at facility and county level.
  • Participate in research studies that may be undertaken by CHS or any of her collaborating partners.
  • Provide technical lead in quarterly data feedback to county health management teams and health facilities.
  • Participate in joint quarterly support supervision of health facilities by CHMTs and CHS.
  • Provide advice to Ministry of Health through participation in relevant technical working groups.
  • Document best M&E practices and disseminate the same to relevant stakeholders.
  • Provide lead in timely collection, cleaning and reporting of quarterly and other routine data to donors and other stakeholders.
  • Respond to ad hoc requests for collection and analysis of data when need arises.
  • Participate in regional and national stakeholder’s forums or conferences on health and give presentations during these meetings.

    Qualifications

  • A Bachelor’s degree in public health, biostatistics, statistics, monitoring and evaluation, social sciences or an equivalent academic qualification from a recognised institution.
  • At least three years experience in monitoring and evaluation of HIV/AIDS care and treatment, PMTCT, TB/HIV and HTC programs in Kenya

    Overall Job Function


    Reporting to the Program Manager, the Data Manager will develop and design, implement and manage a functional database for real time data collection. Additionally, he/she is responsible for offering strategic direction and leadership on Monitoring and Evaluation of project activities to ensure transparency and accountability and lead data management processes to monitor the project’s performance.

    Job Responsibilities

  • In consultation with TB REACH and the National TB Program team, develop a database user requirement document.
  • Develop, design, implement and maintain a program database for capturing program-specific real time data.
  • Conduct data collection and entry into the database within stipulated schedules. Conduct data collation, aggregation, validation and analysis of program data.
  • Conduct routine data quality assessments for program data and develop action oriented work plan to address arising data quality gaps.
  • Lead results reporting to the program and donor by providing written documentation on M&E activities and indicator results for progress and annual reports, as appropriate.
  • Oversee the implementation and maintain a Performance Monitoring
    Plan for the project to capture project performance and results, including routine service delivery data reporting, baseline and end-line assessments, and all monitoring for process and outcome evaluations
  • Cultivate strategic M&E relationships and forge partnerships with stakeholders and represent the programs M&E activities in public forums through meetings, conferences, and presentations.
  • Work with project and financial staff to prepare and track progress of project and activity budgets
  • Conduct targeted evaluations and operations research, including design, data collection, management and analysis if need arises.

    Qualifications

  • Preferably at least five years of professional experience in data management of health projects
  • Demonstrable experience in serving a similar scope in a local or similar setting
  • A Bachelor’s degree in a relevant field such as Statistics or Health Informatics. A Master’s degree is highly preferred
  • Proficiency in working with statistical packages such Epi Info, STATA, SPSS etc.
  • Demonstrated experience in developing and designing databases is required
  • Highly motivated, willing to learn, good team work, and able to work under high pressure and within limited time frames

    The position may require local travel.

    Overall Job Function


    The Evaluations Advisor is responsible for the execution of program evaluation activities. Working closely with the principal investigator and program directors, this position will help strengthen project data use through the design and implementation of site-level, regional and program-wide evaluation activities.

    The Evaluations Advisor will support the development of organization-wide evidence systems from projects to inform program implementation, and contribute to the body of knowledge.

    Key Responsibilities

  • Development, implementation and monitoring of project evaluation plans in line with donor requirements
  • Lead the implement of project evaluation activities for Shinda, Naishi and Tegemeza Plus projects
  • Supervise evaluation activities conducted by staff members and consultants
  • Ensure that evaluations meet high professional standards in line with evaluation standards of practice
  • Ensure that up-to-date evaluation techniques are applied across the organization
  • Ensure evaluation findings and recommendations are disseminated to project teams
  • Ensure evaluation recommendations inform the design, strategy and implementation of projects and new programs
  • Develop evaluation-related policies, procedures, guidance, systems and tools
  • Develop proposals and protocols and oversee regulatory submissions to donors, ethical review entities and local institutional review boards

    Qualifications

  • Master’s degree in epidemiology, biostatistics, statistics, behavioral sciences, population studies/demography or public health
  • Evidence of publication in peer-reviewed journals preferred
  • A minimum of 5-7 years professional experience in the design, analysis, dissemination and management of evaluations relating to HIV, TB or other related infectious disease interventions in developing countries
    PEPFAR related experience would be an added advantage
  • Demonstrated experience in quantitative and qualitative evaluation approaches.
