Chemonics Chief of party Jobs in South Africa

Chemonics seeks a chief of party for the USAID-funded South Africa Low Emissions Development (SA-LED) Program.



SA-LED works to strengthen the capacity of the public sector to plan, finance, implement, and report on low-emissions development projects and to accelerate the adoption of low-emissions technologies in both the public and private sectors.


The chief of party is responsible for assuring that all assistance provided is technically sound and appropriate and for managing and supervising the work of all organizations and individuals engaged under the program.


The chief of party plays a leading and substantive role in developing and implementing all activities and serves as the primary liaison with USAID/South Africa and South African government stakeholders.

Responsibilities include:


  • Implement the program’s overall vision and strategy
  • Provide managerial leadership to ensure the program’s implementation is on schedule, on budget, and in compliance with USAID rules and regulations
  • Serve as primary liaison with USAID/South Africa; South Africa’s national, provincial, and municipal government institutions; and other donors to exchange information and develop professional relationships
  • Lead the program's technical team based in Pretoria and other short-term local and international personnel providing technical assistance and provide technical assistance to activities that will lead to sustainable results
  • Motivate staff to perform effectively toward program objectives through ongoing communication, team-building incentives, and regular feedback
  • Coordinate with subcontractors to ensure technical assistance is delivered in accordance
    with program objectives
  • Draft messages and communications related to the program
  • Make verbal or written presentations as requested by USAID/South Africa to various audiences
  • Use monitoring and evaluation (M&E) data and feedback from SA-LED's stakeholders and partners to make strategic adjustments to work plan activities
  • Oversee SA-LED's technical and administrative demobilization and closeout activities​


    Qualifications:

  • Bachelor's degree in urban planning, business administration, or another relevant field required; advanced degree preferred
  • Minimum of 10 years of experience (including a minimum of five years in Africa) in climate change, urban planning, governance, capacity building, and other relevant fields
  • Knowledge of South Africa's political, social, cultural, environmental, and development context and understanding of the low-emissions development/green economy sector in South Africa strongly preferred
  • Experience with project finance and investment mechanisms preferred
  • Exceptional leadership in the design, management, implementation, M&E, and demobilization of programs or projects of similar size and complexity
  • Skills in strategic planning, management, supervision, and budgeting
  • Proven ability to develop and communicate a common vision among diverse public and private partners
  • Strong interpersonal and written communication skills
  • Experience with USAID and/or other international donors preferred
  • Demonstrated leadership, versatility, and integrity
  • Excellent written and oral English communication skills required; fluency in at least one South African language preferred
