Chances of Getting Scholarships

What do you do to get a scholarship for a Master's Programme apart from just applying or which are the listed scholarships does someone from Africa have a chance of getting?

Secondly, my brother has already done three years of college, are there any scholarships that he is eligible for in Engineering.
