Catholic Relief Services Senior Human Resource Officer Jobs Opportunities in Uganda


Responsibilities

  • Support HR processes and activities to ensure they meet latest agency, donor, and local legal requirements and standards to reflect best practices and conduct field visits to support, mentor and ensure compliance with Agency HR policies.
  • Support the HR Manager to effectively manage talent and supervision. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
  • Provide professional HR advice and coaching to staff and partners on daily HR issues, especially regarding recruitment, orientation, performance management, and employee relations.
  • Coordinate with the HR Officer/Assistant to organizing the implementation of staff Onboarding program
  • Support training and professional development needs assessment, analysis and ensure provision of focused and precise development programs for CRS staff and partners.
  • Monitor the culture to ensure staff actions reflect CRS guiding principles, where dignity, diversity, community, and rights and responsibilities of all staff are valued.
  • Maintain record keeping through personnel files and/or HRIS that adheres to required CRS, donor, and local law regulations. As needed provide support on analytical reports on HR-related data, metrics and trends to support decision-making, workforce planning and development.

    Qualifications

  • Degree in HR Management, Business Administration or Organizational Development preferred, or equivalent relevant experience and Bachelor’s degree.
  • Minimum of five years’ work experience in HR, preferably with an International or local NGO, with at least three of these years managing an HR function and strong knowledge of HR best practices and standards
  • Experience with and demonstrated ability to analyze and interpret employment laws, regulations, policies, principles, concepts, and practices. Thorough knowledge of the local labor law.
  • Staff management experience
  • Strong experience in presenting, facilitating, and coaching on HR topics.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, HRIS.
  • Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how they approach each relationship.

    Responsibilities

  • Managing a regional portfolio of CSOs funded by CRS, building relationships and maintaining on-going communication with staff to support and ensure effective implementation of the sub award
  • Be involved in the RFA processes including checking for eligibility, maintaining applicant databases, conducting partner assessments and due diligence checks
  • Reviewing narrative and financial reports; consulting with and ensuring input from relevant technical and financial staff
  • Monitoring projects to ensure progress against objectives and compliance with donor guidelines, including:
  • Monitor cash flow and risks on sub awards, and advise implementing partners and CSOs where required
  • Track expenditure disallowances, ensuring that lessons are learned and fed into operational training
  • Review procurement decisions for sub awardees against donor requirements.
  • Assisting sub awardees with ad-hoc queries on donor compliance issues
  • Working with sub awardees and CRS management to find solutions to implementation challenges, where these impact on the ability to meet donor requirements
  • Ensuring lessons learned from finalized projects are fed into the design of follow on or related proposals.
  • Ensure that the Implementing Partners/CSOs books of accounts are well maintained and provide an audit trail.
  • Provide timely feedback to the concerned parties after the review of the accounts received, and advise management on compliance issues,

    Qualifications

  • A Bachelor’s Degree in Accountancy or Audit qualification
  • Proven equivalent experience (e.g. from contract compliance management, preferred.
  • At least four years’ experience in accounting, finance, grants management or other directly relevant experience working with a large NGO, especially USG.
  • Past experience in formulating and implementing financial policies and procedures that strengthen grantees’ internal controls.
  • Providing quality assurance of financial management contract compliance
  • Significant experience of managing financial compliance requirements for contracts
  • Sound coordination skills and
    a demonstrated ability to multi-task
  • Strong personnel management, administrative and financial skills.
  • Possess the ability to analyze, interpret and communicate clear recommendations in English verbally and in writing to decision makers (financial and non-financial).
  • Extremely flexible, and have the ability to work under pressure to meet tight deadlines, operate within budgets and to solve problems.
  • Must be a self-starter, highly organized, and able to work well with colleagues at all levels in the organization.
  • Ability to maintain performance expectations and strong working relationships in diverse cultural contexts, psychologically & physically extreme stressful environments
  • Experience with and enthusiasm for on the job training.
  • Working knowledge of Microsoft Office software (Word, Excel, Outlook, and Internet) is required.
  • Desire to work independently and effectively in a team oriented environment.

    Responsibilities

  • Develop, manage and maintain project databases with respect to applied standards for database management;
  • Assist with the development of data collection tools to facilitate data entry;
  • Support the establishment of a MEAL system to collect, analyse and share project data taking into account CRS MEAL policies and procedures and donor requirements;
  • Work with the project MEAL team to develop data collection methodology and train field agents/enumerators on data collection procedures for the different project activities using ICT4D solutions;
  • Work with the MEAL project team and the project managers to conduct data collection using digital forms in key project activities (i.e. beneficiary registration, distributions, post-distribution monitoring, conducting needs assessments and after action review at the end of the project;
  • Make data in the database available to permit real-time monitoring of project indicators and facilitate the real-time data review by the project team or by other individuals as mandated by the project-based data analysis protocol;
  • Support the standardization of methodologies and data collection tools based on the project MEAL strategy and CRS norms;
  • Use eValuate and other standard ICT4D toolkits in order to collect data using technology

    Qualifications

  • Bachelor’s Degree or equivalent experience in Statistics, Information Management or related area;
  • Minimum three years of progressive experience in database management working with humanitarian and development assistance, preferably with an international NGO;
  • Experience in database management using Microsoft Access, SQL Server and Excel required;
  • Experience in creating data visualization dashboards (e.g. Reporting services, Access, Zoho Reports, Dundas Dashboards, PowerBI);
  • Have experience working with ICT4D in MEAL system (e.g. iFormBuilder) preferred;
  • Able to work under pressure and to manage competing priorities;
  • Have the capacity to establish priorities with the aim of meeting expectations with integrity;
  • Experience in the implementation of gender trans-formative activities
  • Proven leadership and inter-personal skills with ability to build and motivate diverse and talented teams;
  • Demonstrated proactive nature in resolving problems and leading a productive, committed team;
  • Flexibility to work both in a team and independently;
  • Cultural sensitivity, patience and flexibility;
  • Demonstrated personal accountability and driven to serve others;
  • Excellent English language oral and written communication skills;
