Care International Food Security and Nutrition Officer Jobs in Kenya


Tasks and Responsibilities

  • Coordinate Cash Transfer Programme Implementation
  • Lead in coordination of beneficiary vulnerability assessment processes, profiling and confirming final beneficiaries targeted for the intervention
  • Apply technical knowledge and skills to implement and/or assist in delivery of program activities
  • Promptly identify and recommend solutions on technical issues for CTP
  • Prepare Purchase Requests for program supplies/activities and coordinate procurement
    planning and requesting for cash based programming and nutrition activities
  • Work with and provide timely technical support to the implementing partner; maintain respectful and constructive relations with partner staff
  • Identify beneficiary communities

    Coordination & Representation

  • Participate in liaison, coordination, and information sharing activities with county government, national NGOs, international organizations, local CSOs, donors and communities
  • Work collaboratively with CARE procurement and finance staff as required to process
    Purchase Requests for the Cash Transfer Program

    Work Supervision

  • Develop progress reports to the supervisor and donor reports timely and ensuring quality
  • Participates in writing sectors monthly SITREP reports and the weekly highlights
  • Supervision of the cash transfer program
  • Carry out any other related responsibilities as would be assigned by the Emergency coordinator.
  • Other relevant duties assigned by the supervisor

    Qualifications, Experience and Competencies

  • Bachelor of Arts or Science in Social Science, Economics, Agriculture, Food Security, Public Health, or related field
  • At least 3 years of experience implementing cash transfer, cash for work, or voucher programs, preferably in a humanitarian or emergency context. Additional technical experience in enterprise development, agricultural labor market strengthening, and value-chain or market analysis highly preferred.
  • Proven abilities in developing program implementation plans and working collaboratively with community groups and partner organizations to successfully achieve programme objectives
  • Demonstrated experience and capacity in conducting emergency assessments other field level data collection, and experience analyzing field data and concisely reporting on results.
  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Excellent interpersonal and problem-solving skills, creativity and flexibility
  • INGO experience preferred
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multicultural environment, flexible and able to handle pressure well.
  • Fluency in English and Swahili

    Tasks and Responsibilities

  • Provide leadership support project staff in all aspects of M&E for the project
  • Working closely with the field Project team, review and support development of M&E plans
    for the project that is in line with the overall program M&E plan.
  • Support compliance to the project M&E Plan at Country office level and monitoring compliance of partners and CAREs M&E plans while supporting partners to comply.
  • Develop, in collaboration with implementing partner, local NGOs GOK M&E assessments and identification of project beneficiaries, data base and ensure the same is updated monthly and reports generated, as often as per indicators for reporting progress at individual level and contextual level.
  • Support monitoring of M&E activities as indicated in their work plan while ensuring that the activities are in line with what is stipulated in their M&E plans and subsequently monitoring their M&E budgets.
  • Working with the Emergency Response Coordinator and partners, review or revise or develop tools for data collection and
    reporting and their guidelines for use at level while ensuring that compliance to the tools is achieved.
  • Working closely with the project team and M&E partner, provide partners with quarterly progress updates of their projects and ensuring that the actions proposed are incorporated by partners to improve performance measurement.
  • Identify M&E capacity gaps among the partners and develop capacity building plans to address those gaps

    Qualifications:

    Education:
  • A bachelors degree in social science, IT, statistics, economics, M&E, health or related
    field – a masters degree will be an added advantage
  • Training in M&E is required.
  • Training in Gender will be an added advantage

    Experience:
  • Three years of work experience in monitoring and evaluation of either, or, emergency interventions, cash based interventions, health, food security and nutrition, education and economic empowerment projects
  • Familiarity with performance based funding systems and procedures.
  • Ability to develop and implement monitoring and evaluation plans
  • Excellent data analysis and report writing skills
  • Computer literacy, particularly in the use of MS Access, MS Excel and statistical packages ( SPSS, STATA, EPI INFO etc)

    Strategy and Planning
  • Co-coordinating the Pre-qualification of suppliers for Dadaab office.
  • Developing and maintaining supplier relationship and performance management
  • Reviewing and maintaining supplier’s master data for Dadaab region.
  • Conduct market research via internet, publications and networks to keep abreast of market developments, specifications, Statistical data, market reports, prices and availability of
    goods and services.
  • Developing and implementing procurement plans
  • Managing Contract formulation and administrations including the negotiation

    Sourcing
  • Manage all procurement activities that require quotations, including sealed bids, normal bidding processes and Required Vendors.
  • Overseeing the receipt, scrutinizing and processing of purchase requisitions by the Procurement Officers
  • Providing advisory services to managers and project teams on procurement and logistics
    matters.
  • Work closely with logistics Section in ensuring timely transportation of procured goods to the end user.
  • Administer on-line purchasing systems.

    Qualifications, Experience and Competencies

  • Education: Bachelor degree in Business Administration or equivalent and a Diploma in
    purchasing and Supplies Management.
  • Experience: 5 years of relevant work experience in Procurement in a busy environment
  • Certificate: Computer Application.
    A member of professional body ie Chartered institute of purchasing and supply (CIPS) or
    Kenya Institute of supplies management (KISM) etc.
  • Competencies: Demonstrated leadership qualities, management capability and integrity in work performance, Must be a team player, Excellent written and oral communication skills
