We are seeking an organized, highly motivated and results oriented individual to take up the Monitoring and Evaluation Advisor in the APHIAPlus IMARISHA project funded by USAID and covering the counties of Garissa, Isiolo, Mandera, Marsabit, Tana River and Wajir in the northern arid lands.


The project works closely with the County Governments, private and faith-based health
facilities to support the delivery of quality HIV/TB services, including support to orphans and vulnerable children.

Provide leadership in designing, planning and supervising implementation of monitoring and evaluation activities that measure the overall performance of the APHIAPlus IMARISHA project against set objectives

Responsibilities

Strengthening

  • Evaluation framework as well as the project information system.
  • Develop and manage the Project‘s Performance Monitoring Plan
    (PMP) in collaboration with project staff and partners.
  • Support technical staff in M&E functions and manage M&E project
    staff.

    Project Development, Reporting and Documentation

  • Ensure that project performance and accountability data is collected,
    analyzed and disseminated on a timely basis during quarterly, semiannual and annual reporting of results
  • Lead analysis of project data to assess progress and areas of improvement
  • Develop and maintain systems to collect and analyze information on inputs, outputs, outcomes and impact of the program.
  • Guide reporting processes amongst technical staff and consolidate program reports
  • Lead responses to USAID and PEPFAR for regular and ad hoc reporting requirements
  • Promote learning and knowledge sharing of best practices and lessons learnt both internally and externally.
  • Manage and coordinate quarterly, SAPR and APR reporting processes to USG through DATIM.

    Quality Assurance for M&E technical assistance and capacity building

  • Ensure quality, consistency and adherence to standards and best practices for M&E across the project, including data quality and use.
  • Provide guidance and a mechanism to ensure quality assurance is maintained at all levels of programmatic work and particularly at
    results level by offering technical support during SIMS, DQA and Quality of Care Assessments.
  • Oversee special studies that inform project performance and management including documentation
  • Coordinate continuous updating and review of the project M&E standard operating procedures

    Qualifications

  • Master’s degree in relevant discipline, such as public health, mathematics, business,
    statistics, or international relations.
  • Minimum seven years’ experience designing and implementing monitoring and evaluating
    activities for complex donor funded programs in developing countries. Experience with
    USAID PEPFAR funded HIV/AIDs programs preferred.
  • A firm command of the M&E issues with respect to improvements in quality integrated
    service and support programs.
  • Prior experience setting up and implementing data collection systems that track
    performance as per the objectives of the project (service integration, performance against each funding stream).
  • Demonstrated analytical skills to measure the outcomes of the project’s activities and
    support project supervision.
  • Experienced and proficient in writing reports for monitoring and reporting on project
    outcomes and impacts, including performance monitoring plans for external audiences, and
    manuscripts for publication.
  • Demonstrated self-starter (i.e., motivation, dealing with pressure, adaptability).
  • Oral and written fluency in English required.
  • Ability to interact skillfully and diplomatically with numerous counterparts, including donors, Ministry of Health officials, local partners and other NGO’s.

    The Advocacy Content & Facilitation Specialist is responsible for providing sound and expert advice on all aspects of
    curriculum development, mentorship and training,

    The role provides technical leadership on the refinement, implementation and ongoing evaluation

    of youth-friendly advocacy training tools (on-line and in-person) in addition to
    providing advocacy capacity strengthening technical assistance to a select number of partners.

    The role leads on the implementation and continuous improvement revisions of the youth advocacy curriculum. The role will also focus on providing mentoring and support to youth advocates and trainers in the field.

    The role is expected to enhance the quality of the advocacy youth curricula and project manage partners involved in finalising the curriculum. The role will work closely with the Accelerator’s Content & Training Team and will also work closely with the Knowledge Management and Communications Teams to produce high quality Accelerator youth curricula.

    Overall the role provides a comprehensive approach to implementing curriculum, instruction, assessment towards the goals of the project and the organisation.

    Responsibilities

    Curriculum Testing and Refinement

  • Oversee the testing and refinement of advocacy-related educational and training curricula:
  • Incorporate feedback from trainings into final curriculum
  • Assists in collecting and analysing data.
  • Monitor findings from evaluation data and continue to refine the curriculum (as needed).
  • Conduct research and consult with key collaborators for curriculum development and refinement processes.

    Facilitation

  • Provide technical support to a cadre of high-quality youth trainers in the project curricula.
  • Assists in the development and delivery of professional development to support the implementation of the curriculum.
  • Establish a mentoring system and provide mentoring support and coaching services to course participants.
  • Play roles that include Master Trainer at in-person trainings
  • Monitor, mentor, and support youth trainers supporting local advocates
  • Facilitate interaction and engagement in the remote training:
  • Implement roll-out strategy for the remote trainings
  • Provide feedback on documents submitted on the peer engagement platform
  • Motivate participants to engage with the content and one another on the learning platform

    Technical Assistance

  • Provide advocacy strategy development support to select partners
  • Provide support, mentor and support partners doing the remote trainings

    Qualifications

  • Master’s degree in Public Health, Education, Development or other related field with preferred 2 additional years of experience in curriculum development.
  • Technical capacity and understanding of sexual, reproductive, and maternal health- and gender-related issues and programming.
  • Experience in advocacy specific to an African context.
  • Ability to travel at least 20% time.
  • Experience with theories and practices of online learning and the implementation of blended learning environments with multimedia engagement tools.
  • At least 5-7 years’ experience in exemplary practice in curriculum, instruction, and organisation and/or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities
  • Demonstrated experience in adult education instruction.
  • At least 7 years of experience working in advocacy at global, regional and country level.
  • Demonstrated experience developing and deploying partnerships with diverse stakeholders.
  • Experience developing curriculum and conducting training of trainers.
  • Proven experience managing complex projects, including budgets and managing consultants.
  • Experience working with youth-specific projects will be an added advantage.
