A University Scholarship

I have a degree in Public Administration and am aiming at furthering my career in Rural Development Planning as the whole of South Sudan is still rural. Now am a South Sudanese, can I be awarded scholarship in case I am living in Kenya and got admitted in one of the universities of Kenya?
