Role and responsibilities

The purpose of the Programme Coordinator (Somali Region) position is to provide managerial support to ZOA Ethiopia’s Programme Manager for Somali Region in the planning, coordination, delivery and reporting of ZOA’s projects in the region, with an emphasis on humanitarian responses.

The Programme Coordinator will ensure that all steps in project cycle management; design, inception, implementation, M&E, reporting and evaluation are undertaken in a high quality and timely manner.

The following is a brief description of the role.

Generic responsibilities

  • Adherence to ZOA policies, guidance and procedures;
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist;
  • Contribute with emergency response strategy, Log Frame, and Plan of Action;
  • Ensure that donor reports for ZOA projects in Somali Region are complete, on time and high quality;
  • Conduct emergency needs assessment and present recommendations;
  • Provide Emergency specific technical input to coordination mechanism (e.g. cluster coordination) and working groups;
  • Develop Emergency response technical guidance, tools and mechanism;
  • Contribute to organisational learning through the provision specific technical analysis, lessons learned and reports;Develop training modules and provide specific technical learning or/and training for project staff;
  • Provide training to ZOA staff and other relevant stakeholders.

    Specific responsibilities

  • In collaboration with ZOA’s Emergency Response Coordinator and Area Manager (Programme Manager) for Somali Region, develop a strategy and plan for humanitarian responses in this region;
  • Establish ZOA’s presence in locations where ZOA is implementing humanitarian responses;
  • Maintain close coordination with implementing partners including UN agencies, INGOs, NNGOs and local authorities;
  • Technically support the implementation of emergency response projects at community level;
  • Identify potential emergency response partners;
  • As directed by the Programme Manager, manage and supervise ZOA staff
    delivering humanitarian responses in Somali Region;
  • Support recruitment, support and capacity building of staff;
  • Ensure ZOA’s financial, logistics, HR and Programme policies are adhered during implementation;
  • Organize refresher workshops on ZOA strategies in preparing and responding to humanitarian crisis;
  • Prepare concept note and draft proposals accordingly;
  • Design appropriate data collection methods and lead in organizing need assessment in emergency situations;
  • Update ZOA management on field situations and appropriate response mechanisms;
  • Prepare donor reports for emergency projects;
  • Carries out regular assessments, Gu assessment, Deyr Assessments and other emergency assessments;
  • Regularly attends Dawa and Liben Zone all cluster coordination meetings and coordinate all actions in by other organizations as ZOA is nominated to be the lead contact Agency;
  • Prepare summary of situational reports (Sitrep) on IDPs and returnees in Dawa and Liben zones on a monthly basis.

  • Minimum 3 years of relevant experience within field of expertise
  • Technical specific knowledge from the humanitarian sector particularly WASH, Emergency shelter and NFI sector and Protection
  • Previous experience from working in complex and volatile contexts
  • Documented technical competences related to the position’s responsibilities
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal


    Context related skills, knowledge and experience (shall be adapted to the specific position):

  • Knowledge of the context in Somali region IDPs response- 3 years
  • Knowledge of Somali language is desirable
  • Experience with Emergency response programming in international NGOs -2 years
