ZOA Uganda works in relief and recovery on food security & livelihoods, education and conflict management with a focus on land rights.
About the OCHA Project
From October 2026 to July 2027, ZOA will implement WASH activities as a consortium partner.
Funding will meet immediate life‑saving needs including water supply extension, rehabilitation of tanks and water points, desludging, latrine construction and emergency preparedness in flood‑prone areas.
Your Challenge
The Project Officer WASH, with support from the Project Coordinator WASH, is responsible for day‑to‑day implementation of WASH activities under the OCHA funded humanitarian project.
Three positions are available, one officer based in each target location.
Key Responsibilities
General
Implement project activities in assigned settlement in line with workplan, budget and donor requirements.
Carry out field assessments of water sources, sanitation facilities and WASH service gaps.
Monitor contractors, service providers and volunteers to ensure safe, timely and quality works.
Support sanitation activities including latrine construction, desludging, waste management and handwashing facilities.
Plan and supervise hygiene promotion, sensitisation campaigns and distribution of hygiene materials.
Establish and mentor water user committees, hygiene promoters and sanitation committees.
Work closely with OPM, UNHCR, local government, partners and community structures.
Collect and verify monitoring data, document lessons learned and contribute to reports.
Ensure WASH activities are inclusive and uphold safeguarding standards.
Water Supply and Infrastructure
Conduct technical assessments of water sources.
Support design, planning and supervision of WASH infrastructure works.
Monitor contractors and volunteers for quality standards.
Maintain updated inventories and mapping of water sources.
Collaborate with district water officials during assessments.
Sanitation and Hygiene Promotion
Support design and implementation of sanitation improvements.
Deliver hygiene promotion activities and distribute kits.
Collaborate with health department and partners on sanitation and infection prevention.
Community Engagement and Capacity Strengthening
Train and follow up water user committees.
Promote community contributions for O&M.
Conduct mobilisation during campaigns and emergency
response.
Coordination and Partnership Engagement
Represent ZOA in WASH coordination meetings.
Participate in inception meetings, workshops and monitoring missions.
Provide technical feedback to partners and align with national WASH Policy.
Reporting / Monitoring and Data Management
Provide inputs to implementation plans and reports.
Document lessons learned and success stories.
Contribute to project reports.
Collect monitoring data according to ZOA systems.
Coordinate with partners, government and NGOs.
Accountability
Sensitise stakeholders on feedback and complaint mechanisms.
Document complaints and feedback following procedures.
Identity
Candidate must fully support ZOA’s vision, mission and Christian values.
Knowledge & Experience
Diploma or degree in Hydraulic Engineering, Water Resource Engineering, Environmental/Public Health or related.
2+ years’ WASH experience, preferably humanitarian.
Experience in localisation approaches and working with local organisations.
Good command of English and reporting skills.
Experience with Persons with Disabilities is a plus.
Refugee settlement experience advantageous.
OCHA/emergency project experience desirable.
Skills
High networking capacities.
Experience with engineering software (Watercad, Epanet, AutoCAD).
Experience with WASH software components (hygiene promotion, MHM, sanitation approaches).
Knowledge of hydraulic design for domestic water supply.
Excellent communication and interpersonal skills.
Ability to bridge differences and unite diverse groups.
Motivated to work independently.
Strong computer skills (Excel, Word).
Ability to drive motorcycle with valid license is a MUST.
