ZOA Project Manager - WASH Jobs in Uganda;The Project Manager – WASH provides overall leadership, strategic direction and operational oversight of the OCHA‑funded WASH project.

The PM manages resources, supervises staff, coordinates stakeholders, oversees monitoring and reporting, and ensures integration of protection, gender, disability inclusion, safeguarding and accountability.

Key Responsibilities

Project Planning and Implementation

Lead project planning, budgeting, implementation and monitoring.

Develop work plans, procurement plans, forecasts and schedules.

Supervise field staff and ensure timely delivery of targets.

Donor Compliance and Grant Management

Ensure compliance with OCHA guidelines, agreements and policies.

Monitor deliverables, indicators and reporting obligations.

Maintain audit‑ready documentation.

Budget and Financial Oversight

Manage project budgets with finance staff.

Monitor expenditure and address variances.

Ensure efficient use of resources.

Technical Oversight of WASH Interventions

Supervise water supply, sanitation, hygiene promotion and O&M.

Ensure compliance with Sphere standards and Uganda regulations.

Promote sustainability and accountability.

Coordination and Stakeholder Engagement

Represent ZOA in WASH Sector Working Groups and coordination forums.

Collaborate with UN agencies, authorities, partners and community leaders.

Avoid duplication and foster complementarity.

Monitoring, Evaluation, Accountability and Learning (MEAL)

Monitor indicators and progress.

Review reports and assessments.

Support learning and adaptive management.

Ensure feedback and complaint mechanisms are functional.

Team Leadership and Performance Management

Supervise staff, consultants and teams.

Set objectives, provide coaching and support.

Promote teamwork, wellbeing and safeguarding.

Conduct evaluations and capacity building.

Finance and Procurement

Use ERP system to track expenditure.

Monitor spending against budget.

Initiate procurement requests and follow up.

Risk Management and Safeguarding

Identify operational, financial and safeguarding risks.

Develop mitigation measures.

Integrate PSEA and protection mainstreaming.

Reporting and Communication

Prepare timely, accurate reports.

Document achievements, challenges

and lessons learned.

Provide updates on progress and risks.

Mainstreaming Cross‑Cutting Themes

Integrate gender, age, disability inclusion, conflict sensitivity and sustainability.

Promote participation of diverse groups.

Monitor equitable access to WASH services.

Accountability

Sensitise stakeholders on feedback and complaint mechanisms.

Document complaints and feedback correctly.

Analyse feedback trends with MEAL team.

Your Profile

Identity

Candidate must fully support ZOA’s vision, mission and Christian values.

Knowledge & Experience

University degree in Hydraulic Engineering, Water Resource Engineering, Environmental/Public Health or related.

At least 5 years’ project cycle management experience.

Experience managing large INGO programmes and donor‑funded projects.

Experience leading projects with local NGO partners.

Excellent English; local languages an advantage.

Experience with Persons with Disabilities is a plus.

Refugee settlement experience advantageous.

Skills

Strong communication, writing and facilitation skills.

Innovative and enthusiastic.

Computer skills (Excel, Word).

Self‑motivated, able to work independently.

Motorbike riding in field conditions with valid license.
