ZOA MEAL Officer - OCHA Project Jobs in Uganda ;The MEAL Officer undertakes all MEAL activities to document output, outcome and impact changes as defined in the MEAL Framework for the OCHA WASH project.
The role ensures timely tracking, documentation, quality data generation, accountability, and learning across the project.
Key Responsibilities
Monitoring
Develop and operate MEAL framework, systems, tools and processes.
Draft MEAL plan, indicator tracking table, SOPs, ToRs and data collection tools.
Ensure collection of relevant data for knowledge management.
Organise joint monitoring with stakeholders.
Strengthen use of technology for data collection and reporting.
Lead local analysis, visualization and reporting.
Facilitate MEAL capacity building for staff and partners.
Plan and conduct Data Quality Audits.
Ensure production of visibility materials.
Evaluation
Draft ToRs for assessments, evaluations and studies.
Participate in evaluation of consultancy bids.
Coordinate assessments and evaluations with MEAL Coordinator and project teams.
Draft and review evaluation reports.
Act as main contact for MEAL support in OCHA WASH project.
Accountability
Oversee commitments to Core Humanitarian Standard.
Ensure Feedback and Complaints Mechanism is fit for purpose.
Promote participatory approaches to capture community voices.
Sensitise stakeholders on Feedback and Complaint Mechanisms.
Document feedback and complaints appropriately.
Conduct analysis of feedback trends to guide improvements.
Promote adherence to Code of Conduct and Safeguarding policies.
Learning
Draft project learning agendas and questions.
Promote culture of learning and knowledge sharing.
Document good practices, success stories and lessons learned.
Organise joint monitoring, reviews and learning workshops.
Convene regular MEAL meetings with
project teams and partners.
Foster coordination with stakeholders to enhance MEAL practices.
Knowledge, Skills & Experience
Bachelor’s degree in Statistics, Quantitative Economics, Development Studies, Social Sciences, Population Studies, Anthropology or related.
Postgraduate diploma in Monitoring and Evaluation advantageous.
At least 3 years’ experience in MEAL system design and implementation.
Experience with online data tools (Kobo, Commcare, ODK).
Skills in statistical software (SPSS, STATA) and donor‑tailored reporting.
Experience training individuals and groups in data collection.
Knowledge of Uganda context; experience in Kiryandongo/refugee operations.
Experience in WASH projects desirable.
Excellent facilitation and communication skills.
Ability to organise and train MEAL staff.
Contextual knowledge of civil society/community assessment.
Experience working with vulnerable people, including refugees and persons with disabilities.
Attitude/Behaviour
Good interpersonal, organisational and intercultural sensitivity.
Ability to plan, coordinate and work in an organised manner.
Ability to bridge differences and bring people together.
High integrity and motivation.
Ability to work independently.
