ZOA Uganda is looking for a full time Monitoring, Evaluation and Accountability Officer for the SUPREME livelihoods project.

The MEAL Officer will report directly to the Programme Manager, and will work in close communication and collaboration with the Project Manager and with the ZOA MEAL Advisor (Kampala).

Roles and Responsibilities

  • Monitor implementation of project activities in line with the project proposal to achieve optimal project outputs and outcomes in line with ZOA/donor procedures and targets;
  • Strengthen capacity of project/programme team in conducting result oriented basic monitoring and evaluation approaches;
  • Accounts in a timely way for executed project activities in line with and according to relevant ZOA policies and guidelines;
  • Ensures project outputs are consistent with project proposals, log frames and in line with quality standards and policies;
  • Any other duty as assigned by the supervisor in line with the project.


    Reporting

  • Provide inputs to implementation of plans and activity/monthly reports;
  • Identify, document lessons learned and best practices;
  • Prepare and submit well written success stories;
  • Contribute to project reports or implementation plans as required by supervisor;
  • Collect monitoring data according to ZOA’s systems and activities in the project;
  • Ensure availability and utilization of data collection tools and databases;


    Characteristics of Role

  • The MEAL Officer will be based at Rhino Camp in West Nile region. Regular field visits to the project locations/groups supported will take place.

  • Regular visits to the ZOA office in Arua are anticipated, which may necessitate overnight stays in Arua. Visits to other locations may also be requested for coordination, training and learning.

  • The role is 1.0 FTE (40 hrs./ week). Some flexibility on working hours may be required, e.g. for travel at weekends, or during reporting times.

    Competencies

    Knowledge & Experience:

  • University degree in M&E, statistics, social sciences, economics or related field;
  • At least 2 years of successful experience in a similar position implementing related projects;
  • Excellent facilitation, communication skills and writing ability;
  • Familiar with use of different statistical data analysis software. Experience in using Kobo toolbox for designing data collection is an added advantage
  • Experience in
    food security and livelihoods projects is an added advantage
  • Experience with implementing projects funded by institutional donors is an added advantage;
  • Excellent spoken and written command of English
  • Knowledge of local languages is an added advantage.


    Skills:

  • Good communication, writing and facilitation skills;
  • Innovative, creative and enthusiastic;
  • Good computer skills: Ms Excel, Ms Word and PowerPoint;
  • Ability to design data collection tool both paper based and Mobile based form (Kobo toolbox)
  • Self-motivator, able to work under minimum supervision;
  • Ability to drive a motorcycle with valid driving/riding license (this will be checked during interview with a practical test)
