Background:

WYG is helping to build resilience in the Kenya-Somalia-Ethiopia border by promoting economic development and resilience.

Funded by the European Union Trust Fund for Africa, the Building Opportunities for Resilience in the Horn of Africa (BORESHA) project takes a community-driven approach to addressing vulnerabilities in the tri-border region.

The area faces complex challenges within its political, social, economic, and security landscape; yet, all can be overcome by helping the region capitalise on its rich and abundant agricultural and livestock resources and cross-border trade, while also leaning on common heritage and cultural ties among local communities.

To fully realise this initiative, WYG is working in consortium with the Danish Refugee Council, Care International, and World Vision to provide targeted support for micro, small, and medium-sized enterprises in the area.

This support will be based on a labour market assessment that WYG conducted to identify the sectors with the highest potential for employment, including trade, small-scale manufacturing, construction, and utilities.

In addition, a value chain assessment will also identify the most viable value chains that will be targeted and developed under the programme.

The WYG project team is in the process of setting up Business Development Support Centres (BDSCs) to address low labour force utilisation rates and unemployment.

The intervention will aim to create jobs and diversify livelihoods for cross-border communities, including for vulnerable people at risk of migration or displacement.

The BDSCs will provide further support through apprenticeships, business and technical skills training, in addition to providing business start-up and growth grants.

As part of its aims, the programme is also working with local, state and national government authorities, community leaders, youth groups, women’s associations, among other stakeholders.

The project also includes the set-up of a Tri-Border Committee that will set out the strategic framework to support cross-border markets, connectivity and trade. The target areas of intervention are the border regions of Mandera (Kenya), Dolo Odo (Ethiopia), and Gedo (Somalia)

WYG is also a partner in the Durable Solutions Project (DSP), which is a three-year integrated solutions programme funded by Danida. WYG is leading the private sector development and economic opportunities component of the overall programme. This component, for the most part, mirrors BORESHA activities and involves the establishment and operationalization of BDSCs, engagement of MSMEs for market driven business skills development and training coupled with upstream private sector engagement and value chain and labour market analyses. In addition, the programme includes the development of a well-defined spatial plan in conjunction with the authorities in Kismayo to enable them to make informed decisions (i.e., investment in infrastructure) that will unlock economic growth and foster social cohesion. The intervention locations of the project are in the urban centres of Mogadishu and Kismayo and other parts of south-central Somalia. Overall, WYG is providing targeted business development support to MSMEs so as to create and diversify income opportunities under the lens of economically empowering displacement-affected and host communities in Mogadishu and Kismayo.

Objective:

  • WYG is seeking to hire a qualified and experienced individual to be the Project Manager of the EU-funded BORESHA and Danida-funded DSP projects. Reporting to the team leader for both projects and under the overall supervision of the WYG BORESHA and DSP Project Director, the BORESHA and DSP Project Manager will be responsible for the day-to-day management and implementation of both projects as outlined in the scope of work below.

    Scope of Work:

  • Manage and coordinate project activities, both administratively and
    financially, applying strategic planning and systematic coordination of project activities;
  • Manage day-to-day project implementation in concert with the Team Leaders of both projects and overall coordination such that project outcomes are effectively reached;
  • Set and review programme objectives, targets and the performance of the project team;
  • Proactively monitor and oversee risk management on the project;
  • Manage relations with clients, suppliers and contacts relevant to the project;
  • Monitor and ensure compliance with project KPIs;
  • Day-to-day supervision/line management of the project team and personnel, ensuring effective communication with the Project Director;
  • Ensure timely and high quality preparation of project annual/quarterly/final narrative and financial progress reports and work plans to the lead partner and the client, as appropriate;
  • Establish effective coordination, monitoring, information sharing and reporting systems for projects;
  • Ensure quality of outputs and results through effective monitoring mechanisms;
  • Guide the Team Leader, project staff and the contributions of consultants such that project objectives are achieved.
  • Monitor project budget and financial resources, exercise good financial control of projects and ensure accuracy and reliability of financial reports;
  • Manage project administrative, operations and security-related activities;
  • Coordinate cross office working with internal colleagues on delivery;
  • Act as the contract administrator/employers agent of the projects on behalf of WYG;
  • Act as the client representative for both projects on behalf of WYG;
  • Integrate the projects with WYG disciplines, procedures and systems;
  • Identify support and advice required from the Project Director for management, planning and control of the projects.
  • Lead bi-weekly briefings and updates for the Project Director on key project activities, issues and required action points (i.e., progress against planned activities, update on risks and issues, expenditures).
  • Provide support to the Team Leader in drafting of ToRs for consultancy services and work specifications and ensure transparent and competitive selection, recruitment of staff and consultants;
  • Manage the dissemination of project deliverables, files, documents, equipment and materials as per project and WYG standards;
  • Conduct yearly performance appraisal exercises for the project staff;
  • Perform any other duties as may be required by the WYG BORESHA and DSP Project Director;
  • Start Date: March-April 2019

    Qualifications:

  • At least a University Degree in economic development, governance, peace and conflict etc., and any other relevant field;
  • A formal qualification in project management (i.e. Prince 2 or PMP) would be desirable
  • At least 5-10 years of work experience in international development projects including work plan development and oversight, financial management and quality controls
  • Proven experience and technical ability to manage large and complex programmes in fragile and conflict-affected situations;
  • Effective management, negotiation and interpersonal skills proven through a strong track record with national and local governments, donors and NGOs;
  • Demonstrated and proven ability to effectively manage a team and facilitate collaboration;
  • Capability in self-starting projects with multi-disciplinary teams, partners and clients;
  • Fluency in English, with strong command of both oral and written English;
  • Computer literacy skills;
  • The candidate should have a right to live and work in Kenya.
