Job Role

  • Under the supervision of the Nairobi-based East Africa Regional Director, the DREEM Director will work closely in collaboration with the WUSC team in Kenya, the WUSC Advisory Team based in Canada and the Mastercard Foundation team.

    Responsibilities:

    Overall project leadership

    ● Provide overall strategic oversight and accountability for successful implementation of the DREEM project objectives and deliverables;

    ● Convene and manage regular Advisory Committee meetings, fostering meaningful input and governance of the DREEM project;

    ● Work collaboratively with DREEM team members to shape the strategic direction for the project and translate strategy into action plans that prioritize continuous learning and adaptive management;

    ● Hold accountability for project outcomes and ensure high-quality project outputs are delivered on time and within budget;

    ● Conduct quarterly reviews to ensure accountability for delivery of all project activities as well as the accurate and timely reporting of financial deliverables and obligations;

    ● Work closely with team members and external partners to identify and manage potential critical issues affecting the project and project risks;

    ●Ensure that the project is technically sound, evidence-based, and consistent with funder and stakeholders’ priorities;

    Compliance and Safeguarding

    ● Oversee budget implementation and monitoring;

    ● Ensure that the project progresses in accordance to its contractual obligations and complies with the grant agreement and other donor regulations;

    ● Ensure compliance with WUSC’s organizational policies;

    ● Take leadership in ensuring a robust safeguarding approach is applied across the project.

    Relationship management

    ● Lead all aspects of DREEM’s relationship with the donor, fostering an open and collaborative relationship;

    ● Represent the DREEM project at relevant stakeholder and partner meetings, conferences, fora, working groups and meetings and maintain close working relationships with counterparts in other relevant government, partner organizations, donors, and academia;

    ● Foster relationships with sub-contractors and consultants for the implementation of the DREEM project, ensuring strategic alignment, communication, and compliance with donor regulations and internal organizational policies;

    ● Oversee monitoring, evaluation, and learning component to the project, documentation, reporting and dissemination of learnings;

    ● Participate in WUSC Kenya’s senior managers meetings to ensure coordination and synergy across WUSC Kenya’s activities.

    External visibility and dissemination of project learning

    ● Ensure documentation of results and good practices of the DREEM project and the generation of content and knowledge, and identify ways to to communicate this internally and externally;

    ● Ensure quality, consistency, and timeliness of project communication, with the donor, government counterparts and HQ colleagues.

    Team management

    ● Manage, supervise and mentor project team members to successfully plan, coordinate and execute activities in line with project goals and work plans;

    ● Carry out annual employee performance appraisals.

    Qualifications:

    ● Master’s Degree in Education, International Development, or another relevant discipline

    Experience & Competencies

  • The ideal applicant will combine technical expertise in one or more of DREEM’s sectors (higher education, durable solutions for refugees, vocational and technical training, support to entrepreneurs and businesses), a familiarity with the East African refugee context, a strategic and analytical mindset, excellent listening and interpersonal skills, and an ability to get things done.

    Specific Competencies:

    ● 7-10 years’ experience in managing development cooperation/ technical assistance projects;

    ● Relevant experience in project implementation and management of development projects that promote livelihoods and economic inclusion for displaced/ refugee youth; entrepreneur support within a refugee setting, tertiary or technical education for displaced/ refugee youth;

    ● Strong technical background and understanding of challenges faced by displaced and refugee youth;

    ● Understanding of the higher education landscape in Sub-Saharan Africa is also an asset;

    ● Proven managerial and organizational leadership skills, including knowledge of financial and narrative reporting procedures and a solid track record in strategic project and project planning and implementation;

    ● Experience using evidence-based adaptive management to produce results in a dynamic, rapidly evolving environment is desirable;

    ● Proven experience managing a large, multi-disciplinary and multi-ethnic team;

    ● Diplomatic skills and experience with representation with a wide range of key stakeholders;

    ● Experience providing technical support to partner organizations and a commitment to a participatory partnership approach to capacity development;

    ● Demonstrated capacity to generate and facilitate a “learning environment” among colleagues, partners and beneficiary communities;

    ● Experience working on a Mastercard Foundation project will be an added advantage;

    ● Complete fluency in English is essential, ability to write articulately and cogently, and to edit at a similarly high level;

    ● Adherence to gender equality and social inclusion principles; proven knowledge of and commitment to the concept of gender equality and intersectionality within projectming;

    ● Curious, enthusiastic and willing to innovate and adapt;

    ● Commitment to WUSC’s mission of building a better world for all young people, particularly displaced and refugee youth.

    Other Requirements

    ● The role will require regular travel (up to 20%) to field sites in Kakuma Refugee Camp, Kalobeyei Settlement, and nearby communities in northern Turkana, as well as occasional international travel for conferences, workshops and meetings.

    ● Ability to work a flexible schedule
