Purpose of the position

  • To provide overall leadership and management of the response finance, by promoting financial stewardship, accountability, reliability and accuracy of financial information to be used by response and WV leadership for decision making.

  • To ensure grant budgets are appropriate, grant financial reports are accurate and timely and that Response complies with donor requirements; assist with overall program budgeting and ensure operational plan is funded.

    Key Responsibilities

  • Strategic Planning and management through the provision of technical support in grant acquisition and proposal budget preparations and ensuring proper budget management of all the grants;

  • Alignment of partnership budgets between PBAS, Sunsystems, and donor and Support Office forecasts.

  • Coordinate the grants budgeting process as per budget guidelines and ensure annual budgeting process through provision of relevant grants information.

  • Reconciling MyPBAS to grant FFR on monthly basis with action plans for addressing outstanding items.

  • Overall management of fixed assets of all grants

  • Promote financial accountability, internal control and reporting for all grants.

  • Promote financial accountability and reporting for the grants to ensure compliance to both World Vision policies and Donor Regulations;

  • Prepare a monthly analysis of the financial situation and performance of all grants, and discuss with the Response Director on a monthly basis.

  • Submission of timely, accurate and complete reports to donors and Support Offices.
    Meet periodically with relevant Operations and Programme managers to review grant report

    Risk Management and Control;

  • Ensure all grant projects are audited according to the Donor requirements

  • Ensure that management responses to audits performed are sent on time to the Audit Department, and that audit recommendations are implemented within WVI standard timelines.

  • Coordinate with internal and external audit staff to facilitate all financial audits in WVU.

  • Reports and briefs the Response Director on trends or significant financial controls issues in grants management.

  • Ensuring every grant has a functional risk register

  • Ensure cost efficiency and effectiveness by advising and assisting management on grant financial aspects of the ministry with particular emphasis on the financial implications of decisions to be made

  • Ensure cost effectiveness through competitive bidding process and quality products/outputs

  • Advise on any specific donor regulations on procurement, and ensure there is compliance at every level.

  • Capacity building of Grant finance staff by establishing and supervising of all work practices including the provision of opportunities for orientation, training, development and succession planning

  • Ensure there is a capacity
    development plan for grants finance staff.

  • Coordinate and conduct training in areas like accounting, SunSystems, risk management, grant compliance and other key financial areas to grants Finance staff.

  • Support operations and other non-finance staff in understanding and interpretation of financial statements and on donor compliance.

  • Develop a succession plan for key grants finance positions

  • Strategic Networking through the mediation with Support offices on behalf of the projects and National Office on key requirements by respective governments in their support activities and the partnership

  • Coordinate with NO Finance leadership on critical issues such as funding, PBAS commitment and budget posting in Sun Systems.

  • Coordinate with Supply Chain on preparation and implementation of procurement plan to facilitate urgent sourcing of project materials.

  • Liaise with partnership and support offices regarding grant/budgetary issues.

  • Develop good networks and strategic relationships with SOs, multilateral agencies, other NGO, Banking entities, etc.

    Leadership/Management

  • Provide leadership to the Grants Finance department, ensuring smooth running and efficient delivery of services.

  • Adhere to WVI key policy documents – mission, core values, and covenant of partnership.

  • Ensure implementation of new partnership initiatives involving Finance, including ensuring the office always has 100% compliance with LDR requirements.

  • Attend daily devotions and support spiritual development of his/her team

    Qualifications

    Education/Knowledge/Technical Skills and Experience

  • A University education with a major in Accounting and a full professional qualification in A.C.C.A, CPA, CIMA or equivalent

  • Over 5 years grant management experience, preferable with an International NGO

  • Knowledge, skills and abilities may be acquired through a combination of formal schooling, self- education, and prior experience or on the job training.

  • Must have proven knowledge of Generally Accepted Accounting Principles and Internal Control Procedures.

  • Written and Oral Communication skills are essential, and the incumbent must be a team builder, who is able to work successfully in a multicultural environment.

  • A high level of integrity is required
