Job Description:

Purpose of the position:

The Senior Manager, Advocacy and Communications will be in charge of communications and strategic advocacy for World Vision South Sudan, including strategy design and implementation considering key influencers, field-level realities and World Vision’s strengths to determine objectives that advocate for and with children in South Sudan.

The position will leverage World Vision’s presence, evidence, brand and opportunities; develop policy analysis, positions, messaging and reports on an ongoing basis and advocate externally.

This includes managing a team of two to ensure a steady stream of written, video and photographic and media materials that can meet SO media, social media, and marketing needs. The role also oversees WVSS’s overall messaging, and manages media and VIP visits to South Sudan.

The position reports to the Country Director.

Major responsibilities:

Strategy & Planning
  • Develop/Update Communications, and External Engagement plans considering the changing context (humanitarian-development-peacebuilding), World Vision’s global brand and campaign on ending violence against children
  • Develop an annual Communications, and External Engagement plan in collaboration with the SLT/SMT and other key staff in RAP with a clear set of Communications deliverables and associated metrics based on the World Vision South Sudan’s priorities.
  • Manage the WVSS communications team and point persons in deep field, strengthening effective partnering for performance


    Advocacy Communications
  • Provide evidence, messaging and action items to external stakeholders on World Vision’s advocacy positioning and priorities for South Sudan, namely child protection, violence against children, protection of civilians, fragility, and the humanitarian-development-peacebuilding nexus;
  • Support Program quality and strategy team in preparation of advocacy reports, position papers and concept papers on Child Wellbeing issues that can contribute to policy dialogue, especially humanitarian advocacy within South Sudan.
  • Support the production of advocacy reports with particular emphasis on giving children a voice. Ensure national policy guidelines are aligned with regional / global policy, especially on humanitarian/nexus/fragile context issues, standards and assist in contextualizing them within South Sudan’s fragile context.
  • Collaborate with response, global and regional advocacy colleagues to define key issues, messaging, and communications channels for public advocacy initiatives in fragile contexts.
  • Collect and develop multi-media advocacy stories, write and publish over web or social media.
  • Help plan and execute communications plan for advocacy campaigns in a support or lead capacity.


    Content Development
  • Lead sourcing of content in the form of video, photos, stories related to children’s needs, in collaboration with project teams and partners.
  • Manage the production of multimedia resources, both through field level and partnership level support.
  • Manage the production of written materials including stories and reports i.e. annual report, case studies, etc.
  • Ensure materials produced contribute to the positioning of World Vision in South Sudan and have meaningful child participation, wherever possible.
  • Manage content systems such as Story Hub / Content Flow and Kissflow, etc.
  • Contribute to the recruitment and use of freelance and consultant capacity to produce the resources above, where needed.


    Media & Social Media Engagement
  • Develop a media engagement strategy as part of an integrated communications plan.
  • Train key staff on media and social media engagement, train and identify spokespeople
    from key sectors.
  • Clarify, prioritize and service key World Vision Partnership and Support Office media and social media objectives and expectations in coordination with Regional and Partnership communications colleagues.
  • Establish internal connections with relevant Support Offices to promote international media engagement while adhering to the Global Media Protocols and guidelines.
  • Coordinate and screen journalist / blogger field visit requests regarding timing, approvals, logistics, issues, security, etc.
  • Co-ordinate visits by World Vision leaders and delegations, influencers and media including required approvals, scheduling, photo opportunities, media interviews, coordination with Support Office media teams, video production and messaging, etc.


    Representation, Coordination and Engagement
    Internal Communications
  • Active participation in SMT and leadership meetings as necessary
  • Active collaboration across World Vision South Sudan departments and Zonal offices to ensure effective and quality strategy and program implementation.
  • Close collaboration with Regional and Partnership Communications and Advocacy counterparts to ensure World Vision South
  • Sudan is adequately aligned with partnership requirements.
  • Engagement with SOs to facilitate communication and advocacy materials to help continue prepositioning World Vision
  • South Sudan with donors and other key external stakeholders.
  • Contribute to the production and dissemination of reports (including SitReps).
  • Work with National Director and other leaders to provide regular updates to the staff, the regional office and partnership.
  • With support from the Regional Office and guidance, execute required Communications Policies and Communications
  • Strategy, ensure staff understanding and monitor for compliance.
  • Regularly update the WVSS website and appeal pages on wvi.org


    External
  • Build and maintain productive working relationships/partnerships with key UN, INGO and LNGO partners, donors, peer agencies, government partners and other key stakeholders to scale advocacy and programs for children affected by the humanitarian crisis in South Sudan.
  • Work with UN and INGO/LNGO colleagues on strategic interagency initiatives.
  • Map out and participate in advocacy coalitions and initiatives related to South Sudan.
  • Represent World Vision in dialogues with external stakeholders on core humanitarian/nexus concerns requiring advocacy engagement, including (but not limited to) issues of child protection, protection of civilians, civil/military engagement, humanitarian access, etc.


    Branding
  • Ensure WV brand is uniformly implemented, working with WV partner organizations, program managers as appropriate.
  • Analyze the humanitarian, media, political, security and humanitarian landscape for positioning opportunities and risk management in order to advise leadership (WV risk specialists) and effectively position World Vision, the response and humanitarian issues


    Requirements:
  • Master’s degree in International Development, Social Sciences, Business Administration, or a related field applicable to developing country
  • At least five years of progressive work experience in communications, protection and/or advocacy in international humanitarian emergencies or fragile country contexts.
  • Proven multi-partner management skills, especially to engage at a strategic level with senior government, UN and INGO officials especially in a fragile context or emergency setting.
  • Evidence of high level written and spoken English language abilities.
    The position requires ability and willingness to travel domestically and internationally up to 20% of the time.
