World Vision NGO Project Manager - Education Jobs in South Sudan

Purpose of Position:

To provide leadership in planning, design, implementation and coordination of the Education Program in Baliet County in order to ensure effective program implementation in line with WV South Sudan National Strategy and policies.

Project Manager will also coordinate with the Education Cluster and County Education Department ensure coordination and integration of the activities within the cluster and County plans.

Key Responsibilities:

  • Contribute in Program/Project design and development with other key stakeholders to initiate, expand and enhance continuity of WV South Sudan programme within the Upper Nile geographical area.
  • Provide support in the management of Education projects within the geographic area (including financial, administrative and human resource functions) to ensure quality implementation that adheres to WV and donor standards, policies and other requirements.
  • Mobilize and sensitize the communities of the targeted locations and all other education stakeholders for the implementation of the Japanese Platform Project.
  • Undertake identification, procurement and distribution of educational materials, equipment and supplies.
  • Provide mentoring, follow up, regular monitoring and technical support for project staff.
  • Participate in initiatives to promote collaboration between WV, government, local leaders, UN and other relevant stakeholders at county and state level to improve WV visibility, partnership and networking with all relevant duty bearers.
  • Ensure high quality education program/project reports are submitted timely in order to track progress, measure impact, enhance accountability and inform future programming according to donor and WV requirements.
  • Ensure integration of projects implemented within the geographic area taking into consideration WV integrated approach, community based, child focused and Christian commitment.
  • Ensure monitoring and evaluation of the education program/projects are carried out as per LEAP requirements and phases in order to improve implementation and impact according to the project design and future programming.
  • Engage stakeholders and create positive relationships that will facilitate smooth implementation of education activities and facilitation of sustainability of projects in Baliet County.
  • Ensure diversity and team work, coach and mentor the Baliet staff and other partners in order to build their capacity, and enhance team work for current and future program management responsibilities.
  • Market the geographic area, engage and build relationships with existing and potential donors to ensure continuity in support and funding.

    Knowledge, Skills & Abilities:
  • The minimum educational level required is a Bachelor’s degree
    in Education, Rural/Community Development or Social Sciences; a Master’s degree is preferred.
  • Technical Training qualifications required in the following desired professional skills: project management, monitoring and Evaluation.
  • Proven ability to manage complex partnership relationships including effective coordination with host country government.
  • Experience adhering to the Red Cross and Red Crescent Code of Conduct, HAP-I Standard, ECB Good Enough Guide, Sphere Standards (Humanitarian Charter and Participation Standard, INEE Standards and Sphere Minimum Standards), donor requirements and WV Humanitarian Accountability Framework.
  • Experience and skills in partnership building, especially with the donors, private sector, NGO and local community organizations
  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments, and physical hardship conditions with limited resources.
  • Ability to work in high tension and high security risk situations and be able to adapt to rapidly changing contexts.
  • Strong English communication skills (both oral and written).
  • Demonstrated strong analytical, managerial, leadership, communications and interpersonal skills.
  • Positive collaboration and facilitation skills; Leadership of diverse teams; Diplomacy.
  • Willingness to take up a position post and residence in a fragile context; Preference for candidates with previous work experience in South Sudan.

  • Strong Experience in managing an emergency education project in previous work place.
  • At least 4-5 years of experience in program management and administration, financial management, award cooperative agreement compliance, sub award management, and tracking project performance and costs.
  • Having managed a Japanese funded projected will be an added advantage.
  • Having managed a project which requires reporting to a donor / manager who is remotely co-managing the project.
  • Experience working in Education in Emergencies and fragile context.
  • Excellent English Language skills(written and spoken).
  • Knowledge of Education in Emergencies Programming will be an added advantage.

    Work Environment/Travel:
  • Work environment: Field-based position, with physical hardship conditions and limited amenities.
