World Vision Livelihood Officer – Korea Climate Change Project Jobs in Uganda


Purpose of the position:

  • The Livelihood Officer will be responsible for overall project implementation including oversight to all project staff, procurement and internal reporting.

  • Ensures technical oversight mainly focusing upon farmer group capacity development and delivery of the different project components, prepares work plans and activities’ budgets, guidelines and supervises field teams.

  • S/He will work closely with OPM, UNHCR and other actors in actively addressing farmer skills development, production, processing and marketing issues.

  • The Livelihood Officer will work closely with leadership structures of both refugees and host communities (Sub County Agricultural Officers, Community Development Officers, LC, RWC, religious and traditional leaders) in regard to climate change and livelihoods.

  • The Livelihood Officer will ensure activities are approved, implemented, monitored and reported according to agreed project plans. The job holder will be a thought leader, driving continuous improvement in the project through their technical expertise, facilitation of learning and innovation.

  • S/He will report according to agreed project plans in line with the donor and World Vision Uganda (WVU) policies.

  • The job holder will work under the direct supervision of the Emergency Resilience and Livelihood Specialist, supervise 1 Livelihood Assistant and 4 Community Based Facilitators.

    Key Outputs/Responsibilities.

    Project Implementation and sustainability


  • Develop annual project activity plans, updated quarterly in collaboration with key departments and external stakeholders, and oversee implementation to high standards by scope and timelines

  • Provide expertise and technical assistance in agronomy and agribusiness, climate smart agriculture, marketing, IGA, DRR and Natural Resource Management.

  • Promote the use of modern farming practice and techniques through training, advising farmers, farm visits and demonstrations so as to transform targeted families from subsistence to commercial farmers in line with GoU policy.

  • Provide technical advice and support on enterprise development initiatives with high environmental integrity.

  • Identify and promote local innovations through adaptive research among farmers in response to climate change in their communities.

  • Established demonstration plots to act as learning and multiplication sites for farmer groups

  • Participatory selection of beneficiaries, prioritization of income generating activities, life skills awareness raising, and capacity building of the groups.

  • Identify technical capacity and challenges for beneficiaries, skills and knowledge they have in agronomy, business development and income generating activities.

  • Ensure timely procurement of and delivery of right quality and quantity of farmer inputs.
    Organizing weekly field planning meetings with Livelihood Assistant to guide effective implementation

  • Promote Resilience and Livelihoods programme model for faster adoption of improved farming technologies towards building secure livelihoods for the marginal poor.

    Stakeholders Engagement, Networking and Collaboration

  • Take overall lead in the coordination of field level activities and represent World Vision in Settlement level livelihood working group meetings

  • Facilitate the engagements of stakeholders during planning and development meetings, workshops and other fora.

  • Develop the farmer’s capacity to improve production and productivity of selected enterprises of desired quality by the market through demonstrations to farmer’s

  • Organize quarterly review meetings for partners and communities at the project sites to reflect on programmes/projects approaches, tools, impact of interventions, best practices, exit and sustainability strategies as well as create spaces and opportunities for action-learning and debate

  • Ensure integration of the project
    with other Resilience and Livelihood on going activities including that of World Vision and governments.

    Documentation, Reporting and knowledge management

  • Writes and submits comprehensive monthly progress reports, and specific activity reports, and any other reports when necessary to his/her supervisor in a timely manner.

  • Monthly and quarterly financial reporting, including realization of activities versus budget utilization; (Providing input) narrative and financial project reporting;

  • Annual review of progress towards project objectives;

  • Take lead in documentation and sharing of Impact/success stories and best practices to promote learning.

    Community engagement and advocacy

  • Develop farmer’s capacity to improve production and productivity of selected enterprises of desired quality by the market through demonstrations to farmer’s

  • Mobilize and facilitate the engagements of stakeholders during planning and development meetings, workshops and other fora.

  • Coordinate partners in implementation of agreed action plans.

  • Ensure integration of project with other ongoing Resilience and Livelihood activities including that of World Vision and governments.

    Child Protection and Wellbeing

  • Monitor the wellbeing and child abuse cases and report any incidents in line with child protection policy and guidelines.

  • Work with local leaders to protect children from child violations and abuses

  • Sensitize children including most vulnerable, guardians/parents and other stakeholders about children’s rights and responsibilities.

    Qualifications: Education/Knowledge/Technical Skills and Experience.

  • Minimum of Bachelors in Agriculture or Agribusiness or Forestry or Development Studies or any other relevant discipline.

  • Minimum of 3-years professional work experience in project management, Livelihoods and microfinance enterprise development

  • At least three years’ experience working with vulnerable communities and familiarity with humanitarian programming and implementation

  • Experience in community work and engagement Agricultural, Economic Development and Livelihood is and added advantage

  • Climate Smart Agriculture, Entrepreneurship, micro finance and strong agribusiness skills

  • Experience of data collection, collation, analysis, and report writing

  • Professional, motivated, open, creative, mature, responsible, flexible and, culturally sensitive

  • Strong leadership, organizational and analytical skills, and ability to work under pressure

  • Excellent verbal and written skills in English

  • Excellent computer skills, particularly with Microsoft Excel, spreadsheets

  • Track record demonstrating high integrity, innovativeness, creativity, reliability and dependable

  • Team player, Self-motivator, able to work with limited supervision;

  • Ability to drive a motorcycle with valid driving/riding license

  • Effective in written and verbal communication in English. Ability to communicate in applicable local language(s) is an added advantage

  • Proactive personality, self-driven and strongly motivated.

  • Spiritual maturity, interfaith knowledge and a biblical worldview Ability to articulate and model our Christian identity and mission in an inclusive way.

  • Demonstration of well-developed interpersonal skills, excellent communication skills, both verbal and written.

  • Ensure a gender perspective in the scope of work and passion for children.
