    Major Responsibilities:

    Human Resource Management Activities

  • Advise the NECR Office in ensuring adherence to the WVE P&C manual and labor law of the land in making any personnel related decisions;

  • Ensure that new hire salary decision is done in accordance with the hiring standards and the salary scale of the organization

  • Establish job applicants file by professional category and contact potential candidates that are identified among the applicants in the file by the hiring units when required;

  • Facilitate and coordinate effective orientation and induction to newly hired staff (Police checks, Medical examination, organization policies procedures and culture and work-related guidelines, norms and responsibilities etc.)

  • Facilitate performance appraisal of an employee on 60 days probation is reported by immediate supervisors five days ahead of the end of the probation period and in accordance with the WVE P&C Manual and the labor law of the land.;

  • Communicate WVE P&C policies, procedures, and guidelines to new and existing staff as deem necessary so that the rights and responsibilities of staff become clearer and more understandable.

  • Ensure that all staff information is properly filed, updated and confidentiality is maintained

  • Ensure the annual leave balance of each Staff is calculated and updated properly.

  • Ensure that all medical receipts presented by eligible staff are verify against the staff files and family list for reimbursement

  • Ensure that all relevant information (including original employment documents, annual leave forms, other recorded personnel actions etc.); that are essential to make related decision at the HO are sent to HO P&C on time.

  • Establish HR data base for the NECR personnel and update accordingly;

  • Respond to staff inquiries regarding staff hiring, promotion, transfer, benefit/compensation etc., in accordance with WVE people and culture manual and related policies.

  • Assist the line managers in ensuring that the P4P process is followed up effectively at all level, follow up submission and verification of the evaluation report on time, and compile training needs identified by staff.

  • Advise the NECR Director in enforcing the Grievance and security policy.

  • Work closely with the legal unit in HO to follow up execution of legal matters arising from the NECR and respective ERPs.

  • Facilitate internalization and signing of core documents (Disclosure form/conflict of interest, Child protection, Safe guarding, code of conduct, core values, mission, vision, HR declaration forms

  • Coordinate with ER team to assess the staff needs in departments and initiate the recruitment process as per the WVE Policy and the labor law of the land

  • Plan, facilitate and conduct staff related trainings.

  • Facilitate and conduct ongoing training on coaching for performance to managers

  • Conduct HR audit for NECR to ensure managers on the ground have effective structures, systems and proper relationships in place
    to support effective performance.

  • Conduct any on call assignment given by the immediate supervisor in related to the scope of the project

  • Engage in offering professional and responsible consultation, facilitation to resolve staff issues aimed at enhancing a positive work environment.

  • Ensure that decisions made by management, at all level, regarding people management, is compliant with the relevant local labor laws and with the codes of practice of the organization.

    Benefits and Compensation

  • Follow up timely reporting of accident and facilitate insurance process with HO P&C Benefits and Compensation Coordinator.

  • Assist reporting (end to end report) of all staff incidents on the reporting platform to HO P&C and keep records;

  • Provide monthly updated list of staff benefited through life insurance, GPA and pensions timely and consistently;

  • Closely monitor and follow up on the reimbursement of salary on sick leave days with HO P&C;

  • Administer benefit programs, consult with and advise employees on eligibility for all insurance (GPA & Life Insurance);

  • Assist the HO P&C in the staff separation process, termination benefits, payments and ensures timely completion of clearance;

  • Facilitate the process of implementing pension proclamation requirements for the field staff;

  • Follow up that all staff have PESSA identification Card, and their file is properly updated;

  • Facilitate and follow up that all staff are enrolled for PESSA ID Card, insurance, taxes, etc.

  • Assist the HO P&C in the end to end process of employee retirement;

  • Liaises with concerned government offices in relation to staff pension process, taxes, data updates etc.

    HRIS

  • Ensures all the new/rehire employee required payroll, benefits and compensation documents that are used to feed data into the database are complete send it timely;

  • Encodes new/rehire data (Payroll data, change, increment, etc.) in to, Excel sheet and position control;

  • Updates monthly P&C-Payroll reports, ensure they are timely and accurate; are send monthly to NO P&C

  • Follow up monthly reconciliation of payroll information;

  • Performs other People and Culture duties as assigned by the supervisor

    Qualifications: Education/Knowledge/Technical Skills and Experience

    Qualification required:

  • Bachelor's degree required, MA is highly preferred in human resources management, Business Administration, or related field and/or equivalent practical experience.

    Required Professional Experience:

  • Three years of experience in INGO, NGO with a relevant human resources professional role, Recruitment, Benefit & Compensation, Training & Development, Onboarding etc.

  • A combination of Human Resource experience in the following areas: Remuneration, Benefits & Compensation, Payroll administration, HRIS,

    Preferred Knowledge and Qualifications

  • Excellent oral and written communication skills.

  • Knowledgeable of Ethiopian Labor Laws, Tax laws, Pension laws and relevant requirements.
