World Vision is a child-focused Christian humanitarian organization implementing development programmes in 30 Districts of Rwanda. Our interventions in the strategic period of 2021-2025 seek to reach 2 million of the most vulnerable children. This is done through programming in Resilience and Livelihoods, WASH and Health, Child Protection and Education.

World Vision International - Rwanda seeks to hire a highly qualified, dedicated and experienced Rwandan national for the role of Monitoring, Evaluation and Learning (MEL) Specialist for the anticipated four-year Strengthening Pathways to Language, Literacy and Learning for Deaf Learners (SPLD) activity in Rwanda.

The Activity aims to improve literacy outcomes for all children by the end of Primary 3 (P3) by: improving parental and community support for deaf learners; strengthening teacher RSL fluency and bilingual (Rwandan Sign Language (RSL) to Kinyarwanda) deaf education pedagogy; and increasing youth engagement to support RSL learning and deaf learners.

The MEL Specialist will oversee the implementation of the project’s MEL tools, systems, and strategies; assess implementation progress; provide capacity development to local partners on MEL; capture project learning; and support the other members of the project leadership team to use collaboration, learning, and adaptation strategies to enhance the impact and reach of activities. The Monitoring, Evaluation and Learning (MEL) Specialist will be based in Kigali, reporting to the SPLD Activity’s Chief of Party.

Major Activities

Project Design

  • Lead the development and implementation of MEL systems, learning agenda, methodologies, plans, and tools that will enable the project to capture, assess, and use data on activities, beneficiaries, outputs, outcomes, and impact to inform program implementation;

  • Ensure indicators are aligned to program activities and strategies and reasonable targets are set for the project to achieve;

  • Design methodology and oversee research and collaboration, learning, and adaptation (CLA) activities for project learning and adaptive management;

  • Ensure cross cutting themes are adequately integrated in project and provide guidance for development of monitoring tools, that are simple and adequate

    Project Monitoring and learning

  • Develop and/or maintain project monitoring systems and processes that tracks performance against project objectives and targets

  • Ensure appropriate project monitoring and evaluation (M&E) systems are in place and functioning at all levels to meet the project output and outcome monitoring requirements

  • Ensure information gathered through monitoring activities especially the monthly tracking tool is shared timely;

  • Provide guidance and coordinate the process of developing quarterly, semi-annual and annual reports;

  • Ensure that quality reports are produced
    and submitted as per the agreed donor standards and deadlines;

  • Provide technical support to project teams in data collection, processing, analysis and interpretation across the project scope

  • Ensure best practices, success stories and/or lessons learnt are documented and disseminated within World Vision Rwanda and its partners;

  • Provide ongoing oversight and technical assistance to implementing partners in designing and implementing of planned project activities ;

  • Provide on-going support to maintain MEL systems; identify skill gaps and build capacity among project team and local partners, as appropriate;

    Project Evaluation and reporting

  • Provide overall technical guidance for quality project baselines, evaluations, researches, and special studies;

  • Ensure assessment, research and/or evaluation findings are actively communicated to key project staff and partners;

  • Promote impact reporting by supporting quality documentation of significant change and impact stories as well as innovations, and ensuring these are shared to relevant staff and partners.

  • Establish and manage the project database (relevant project data, impact and success stories)

    Knowledge /qualifications for the Role

    Professional Experience, training, license, registration, and certification

  • Bachelors’ degree in Statistics, Economics, Social Sciences, Information Systems, or Development related field

  • Five (5) years relevant experience, with at least three (3) years USAID grant experience

  • Report writing, research, monitoring and evaluation skills

  • Ability to design and manage assessments, baselines, and evaluations

  • Excellent analytical, planning, organizing and management skills

  • Must be able to work with multiple deadlines and high demands

  • Ability to handle sensitive and confidential information with absolute discretion

  • Proven experience in conducting research studies, baseline and impact evaluation surveys

    Preferred Knowledge and Qualifications

  • Master’s degree in project management and/or Monitoring and Evaluation is desirable.

  • Proven competence in Statistical package including but not limited to SPSS, STATA, ODK, KOBO, CSpro), etc.

  • Knowledge of M&E frameworks

  • Work experience in an international relief and development organization is preferred

  • Proficient project management skills is preferred

  • Strong capacity building skills using different methodologies

  • Knowledge of various technologies that can leverage programming, such as GIS, Mobile solutions in research, etc.
