Key Responsibilities:

The purpose of this position is to provide technical leadership to the staff in the implementation of the Technical Program. The position will be accountable for the delivery of key performance indicators under the program in World Vision Malawi.

The TP Manager will develop a National Plan for the Technical Program and identify strategic partners to work with in implementing the program. The incumbent will represent WVM at relevant National level technical forums.

The Job will include the following additional specific objectives.

Operations planning

  • Provide technical Support to the National Office in the development of National Operation Plans showing clearly activities to be implemented in light of the human and non-human resources available.

  • Conduct partner mapping and/or validation profiling their technical capabilities to implement the Technical Program.

  • Technical Program evaluation, refresh and redesign

  • Technical Program Profile development and dissemination

  • Technical Program Capacity Statement and dissemination

    Monitoring, Evaluation and Learning

  • Liaise with the department Design, Monitoring and Evaluation (D, M&E) Coordinator, in developing the National monitoring plan clearly showing relevant indicators, data sources, data collection tools, frequency of data collection, use of the data and clear feedback loop to the Director of Programs, Technical Staff and other managers.

  • Conduct periodic monitoring on activity implementation and prepare monitoring reports. Facilitate the dissemination of key information from the report to the district teams, relevant stakeholders and partners. He/she will be responsible to follow through the action plan and recommendations derived from the reports.

  • Documentation of impact/success story per quarter, TP Annual Impact Report development and disseminated.

  • One TP research paper developed and one research dissemination event per year.

  • Identify and document promising practices/ changes stories arising from activities’ implementation with support of Zonal DM&E Coordinator

    Technical Support

  • Lead in the implementation of Technical Program at National level by providing technical support to the technical staff on issues concerning the TP

  • Assess capacity need/gaps for technical staff and partners related to the technical program. Plan and execute capacity building initiatives on the same.

  • Conduct Technical Program Annual Start up workshop

  • Harmonized Technical Program work plan

  • One virtual performance review meeting per month (Implementation and budget)

  • One F2F biannual performance review meeting (implementation and budget)

  • Sector Semi (annual) and Technical Program quarterly reports reviews (Area Program reports) and Technical Program annual report.

    Resource Acquisition and Management

  • Working closing with Business Development team, ensure technical input in all proposals
    related to the technical program.

  • Plan and memento a capacity Building on G2G for Technical Program coordinators and other TP staff

  • Ensure growth of the technical program through leading fundraising imitative with the Technical program

    Networking and Partnership Management

  • Identify strategic partners and develop and roll out an engagement plan

  • Participate in National level technical networks with a view to profile the operations of WVM. E.g. with key partners (Government, Parliament, Private sector, Donors, Academia, CSOs, the media and the church)

  • Identify advocacy opportunities and engage with the Advocacy resource person to develop tailored advocacy products at National level and escalate those that need Regional intervention. E.g. TP Radio/TV weekly program launched, TP weekly News Article covered in local paper, one key issue identified for advocacy of policy change

    People (Talent) Management

  • Provide coaching and mentoring of Technical Staff in the Technical Program including reviewing their annual Performance Agreements and semi – annual as well as annual performance appraisals.

  • Quarterly on boarding orientation of new TP staff

  • Succession plan developed.

  • Training of TP staff in Empowered World View

    Minimum education, training and experience requirements to qualify for the position:

  • Master’s degree in Education or related Technical field

  • Five years Project management and design experience, as well as project implementation and monitoring & evaluation.

  • Experience Skills in people management and capacity building Team player

  • Work experience required as a minimum qualification for this position.

  • At least 5 years’ relevant experience working in an International Non-Governmental Organizations

  • Bachelor's Degree in Education or related development field

  • At least 3 years’ professional experience in specific technical related program implementation and management

  • Proven Experience in managing community projects

  • Excellent interpersonal, organizational, demonstrated leadership and good management abilities. Strong communication and negotiation skills. Computer literate in Word, Excel, PowerPoint

  • Capacity to function well in a team and contribute effectively to team efforts.

  • Ability to maintain performance expectations in diverse cultural contexts, psycho-logically stressful environments and physical hardship conditions with limited resources.

  • Commitment and ability to inspire others to World Vision Core Values, Vision and Mission Statement. English communication skills (oral and written).

    Preferred Skills, Knowledge and Experience:

  • Experience in working with various major donors and government donor agencies Cross-cultural sensitivity, flexible worldview emotional maturity
