Job Description

Purpose of Position

This Purpose of Position will be used in the WVI or local Careers site, and if applicable, advertisements. Please describe the role in 2-3 concise sentences.

To provide and overall monitoring, evaluation , supervision and quality assurance for the OFDA funded Integrated emergency WASH, shelter and Agriculture and protection response for IDPs and returnees in Gedio-Guji Zones project.

The core purpose is therefore to ensure the implementation of all project activities in accordance with sector design, planned activities and budget ensuring the project’s alignments with WV policies, country and donor contexts, OFDA rules and regulations.

Formulate / implement and manage a National Office Reporting and Documentation Strategy and Plan, which will contribute to a high quality ministry by promoting consistent use of project monitoring and evaluation together with project technical specialists, coordinator, tracking progresses, facilitating accountability and feedback mechanisms at project level.

  • Work closely with OFDA project manager in project documentation and dissemination of lesson learned and assist project managers or coordinators in project implementation and monitoring.

  • Responsibly developed and prepared OFDA project MEAL plan and IPTT in concise with the project document and implement it together with project team including Project coordinators, technical specialists and collaborate with other projects sectoral staffs and finance team.

  • Identify and contextualizes key indicators from the National Standard TPs including target indicators that relate to program objectives and activities.

  • Project performance indicators identified, well-articulated and measured in the course of the project implementation.

  • Undertake all project and programs monitoring, evaluation and reporting activities using set performance indicators by working closely with sector technical Officers using appropriate OFDA monitoring and reporting tools and methodologies.

  • Key project MEAL activities coordinated, documented and shared in time with donors and partners.

  • Lead and/or participate in field monitoring the project and reflection processes. Ensure quality of these exercises including data gathering, analysis and reporting.

  • Maintains detailed schedules of activity and budget implementation tracking systems for activities monitoring and budget utilization for each Woreda and by sector.

  • Ensure evaluation reports
    are shared with concerned stakeholder in the operational area for learning and future use. Document learning and share best and promising practices within the project and concerned partners.

  • The project knowledge are well narrated, documented and shared.

  • Maintains detailed schedules of activity and budget implementation tracking systems for activities monitoring and budget utilization for each Woreda and by sector.

  • Project matrix is well managed as a source of updated information of the project

  • Ensure to prepare, and submit quarterly, biannual and annual plan and report activities undertaken as required to pace forward to the desired goal,


  • Periodic reports produced and shared in time

  • Coordinate and supervise MEAL tools are developed and utilized as needed, such as for household surveys, focus group discussions, and for collecting data from Flood mitigation and DRR projects on the engineering, economic and social aspects

  • Good and workable MEAL tools placed and used

  • play a lead role with concerned project goal owners and Monitoring , Evaluation & Accountability department of WVE for base line and evalution process as needed.
    Strategic linkage with WVE NO MEAL for all high profile plans.

  • Develop a system to document and disseminate lessons learned from OFDA project and Assist Gedeo- Guji emergency response manager in identifying and mainstreaming best practices regarding G.G emergency projects.

  • Actively participate as team with high level response in GG and share best practices of the project

    Job Requirements

    Qualifications: Education/Knowledge/Technical Skills and Experience

  • Msc/BA Degree in Economics, Development Studies, Agricultural Economics and related fields.
  • At least 6 years of work experience preferably in Monitoring and Evaluation, Planning and Reporting, reporting and documentation, DME, data analysis or related position.
  • Technical Training qualifications required: Participatory M&E, Results-Based management, Logical Framework Analysis, community participation, Participatory Rural Appraisal, Participatory Learning & Action, etc.
  • NGO experience is preferred. Experience in OFDA funded projects is an advantage
  • Experience with complex M&E systems is preferred (Excellent experience in proposal development, budget preparation and report writing
  • Full computer and Internet skills including MS Office for word processing, ACCESS or other databases and in database design, graphic presentation and financial spreadsheet programs, Fluent in oral and written English.

    Working Environment / Conditions:

    Work environment: Based in Kochere with frequent field level trip to operational Woredas and Kebeles

    Travel: Frequent domestic travel within the program area On call 20%
