Purpose of the position:

This position, Environmental Safeguard Specialist, is designed to provide technical support to SPIR/DFSA Program including implementing partners on environmental management, climate risk management and sustainability of the programs’ interventions (public works-biodiversity protection, natural resource management, construction of capital projects and sustainability issues) and follow up & technically lead its implementation.

S/he is responsible for technical guidance, supervision, monitoring and evaluation of Program activities against standards of the safeguard guideline.

Major Responsibilities

  • Understanding of the functioning of the Ethiopian government and USAID environmental safeguard polices and prepare tools and checklists for screening likely impacts of the proposed SPIR-DFSA Program activities in compliance with the USIAD’s requirements

  • Work as integral part of SPIR/DFSA program team to ensure that environmental issues are properly considered and addressed, and that WVE supported operations comply with the USAID’s safeguard policy during program design and implementation;

  • Assist the SPIR/DFSAs work on environmental management, specifically focusing on strengthening institutional capacity, improving environmental quality and the sustainable management of natural resources, and promoting equitable solutions in managing commons such as climate change, sustainability, biodiversity conservation and others)

  • Provide assistance to all SPIR/DFSA staff including implementing partners in relation to the implementation and reporting of activities and ensure they are in compliance with environmental safeguard program requirements.

  • Conduct relevant field reviews in environmental safeguards compliance in SPIR/DFSA
    program and monitor the environmental plan activities and supervise the implementation in consultation with SPIR/DFSA program staff

  • Conduct necessary capacity building for SPIR/DFSA staff, government ministries and relevant stakeholders on environmental safeguards in conjunction with the USAID

  • Coordinate with government counterparts, and other relevant stakeholders for the implementation and monitoring on environmental safeguards

    Job Requirements

    Qualifications: Education/Knowledge/Technical Skills and Experience

    The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

    Qualification required: A University BSC/M.Sc. Degree in Environmental Science and related fields of study

    Experience: The ability to understand the climate change, changing environment, sustainable interventions for agriculture, watershed management, environment and energy sectors anticipate sustainable developments and opportunities,

    Preferred: Experience at least 8/6 years’ experience in safeguard’s assessment, Environmental sustainability, climate change mitigation and adaption, Biodiversity conservations and management, project implementation and capacity building.
  • Experience in safeguards assessment, EIA, SESA planning and implementation in USAID funded programs/projects, NGOs and familiar with safeguard policies of different donors such as USAID, World Bank, EU and African development bank.

    Technical Training qualifications required: in EIA, Climate change, Biodiversity conservations, natural resource management and environmental audit and sustainable livelihoods

    Working Environment / Conditions:

  • Work environment: Office-based with frequent travel to the field where disasters strike and sometimes to conflict areas and under stress conditions

  • Travel: 30% Domestic travel is required.

  • On call: 20%
