Since its establishment in Uganda in 1986, World Vision Uganda has been working to contribute to improved household resilience, protection and sustained well-being of children and their families in Uganda tacking Education, Livelihood, Health, Water and Sanitation and responding to Emergencies.

About the MOFA Project

For two consecutive years, world vision has been implementing an Inclusive WASH and Livelihoods Program in Palorinya settlement and the host communities within Itula Sub-county, Moyo District.

The second phase of Inclusive WASH which is funded by the government of Finland, Ministry of Foreign Affairs( MOFA), commenced in April 2018 to address WASH related issues and livelihood needs.

In order to draw lessons from the implementation and to benchmark performance indicators for future engagements , we will conduct an end line assessment and learning review for the project.

Why End line and Learning Review

The Edline survey is a means by which World Vision Uganda and its partner, the Ministry of foreign affairs in Finland can directly communicate with the direct beneficiaries of the inclusive WASH and Livelihood project in the comfort of their homes concerning issues related to management of the Inclusive WASH and Livelihood while obtaining candid feedback regarding the assistance received.

It is designed to assist management to determine the shortfalls in the process of delivering services as well as to understand the level of satisfaction of beneficiaries, challenges faced and to evaluate the overall effectiveness of the project to the beneficiaries.

The objective of exercise is to assess outputs, outcomes and short term impact of the Inclusive WASH and livelihoods to the beneficiaries of
their Households.

Specific Objectives

a) To assess the impact of WASH intervention on Knowledge, attitude and practices of the beneficiaries.

b) To measure improvement and availability of livelihoods opportunities within the settlement and the host communities.

c) Identify the intended and unintended impact and outcomes of the intervention.

d) To determine the state of WASH and livelihoods indicators in comparison with the baseline.

e) To generate discussion with different stakeholders that can derive conclusions and recommendations for future programming in a similar context

Scope

The exercise will involve Key informants at District level, Sub-county level, OPM and UNHCR. In addition, supported beneficiaries within the host communities, Zone one and 3 of Palorinya settlement will be purposely sampled to participate in the survey.

Methodology

Secondary data review, Primary data collection and observation will be used. On top of each performance indicator assessment, The consultant will be expected to develop assessment rubrics using the 7 DAC Criteria to form ranking of the overall program performance (Poor, Good, Very Satisfactory).

Additionally, meetings with the staff is anticipated to yield more suggestions that can be applied in a similar context.

Key Deliverables

a. Provision of an Inception report detailing the methodology, tools and work plan

b. Final report with findings on gaps and recommendations ( Maximum of 20 Pages)

Qualifications

To undertake this role appropriately,world Vision Uganda is seeking for an individual consultant. The consultant should;

  • Have at least a Bachelor Degree in any of the Arts and social sciences.

  • Have at least 8 years of similar engagement. Experience in strategy development, Understanding of the District Level Planning Process and Policies a Plus

  • Possess Advanced writing skills for a range of audiences, including ability to do photography, editing and publishing
