World University Service of Canada Monitoring, Evaluation and Learning (MEL) Officer Jobs in Rwanda;WUSC is recruiting a Monitoring, Evaluation and Learning (MEL) Officer to support delivery of a five‑year multi‑country project funded by Mastercard Foundation. The project supports the growth of women‑led enterprises, particularly those led by young rural women, through business development services and access to finance. Implemented in Ethiopia, Rwanda, Ghana, and Nigeria, the project partners with Seedstars for capital deployment and local Enterprise Support Organisations (ESOs) for business services. The MEL Officer will support monitoring, evaluation, and learning activities across all countries.

Responsibilities

Support Implementation of MEL Plan

  • Implement and update MEL Plan in line with RBM principles.

  • Coordinate monitoring and data collection activities.

  • Train staff and partners in MEL and Data Compliance.

  • Provide technical support on MEL planning and implementation.

  • Facilitate communication and coordination of MEL information.

    MEL Tools Design, Deployment & Quality Assurance

  • Create, review, and update MEL tools for tracking and reporting.

  • Support enforcement of data protection measures and inclusive data platforms.

  • Identify training needs and recommend capacity‑building actions.

  • Ensure MEL activities comply with SOPs.

  • Conduct data quality checks and maintain secure MEL files.

  • Support qualitative data collection for lessons
    learned and case studies.

    Communications, Knowledge Management & Reporting

  • Share MEL data for reporting cycles and donor standards.

  • Communicate MEL process updates to project staff and partners.

  • Collaborate on knowledge products for internal and external sharing.

  • Maintain database and compile evidence‑based donor reports.

  • Translate project data into knowledge products (blogs, newsletters, social media).

    Work Environment

  • Promote organizational culture advancing gender equality and safeguarding.

  • Ensure prevention and response measures for SEAH are in place.

    Qualifications & Competencies

    Education

  • Bachelor’s or Master’s Degree in Social Sciences, Statistics, or related field.

    Experience & Competencies

  • 5+ years’ experience in MEL systems and plans, especially women’s economic empowerment projects.

  • Experience designing and managing database systems (Salesforce, data analysis software).

  • Familiarity with Google Workspace an advantage.

  • Experience with INGOs, donors, and international development partners.

  • Ability to translate evidence into knowledge products.

  • Strong RBM knowledge.

  • Experience in quantitative and qualitative data collection and analysis.

  • Experience with gender mainstreaming strategies.

  • Curious, enthusiastic, adaptable.

    Languages

  • Excellent written and verbal English.

  • Working knowledge of French, Kinyarwanda, or Swahili an advantage.
