World University Service of Canada Consultant - TVET and Skills for Employment Consultations Jobs in Nigeria;WUSC and CICan seek to retain a consultant to support exploratory analysis of the Technical Vocational Education and Training (TVET) sector in Nigeria and contribute to the design of an initiative focused on supporting youth (including young women) in transitioning from skills training to employment.
The program aims to improve employment outcomes by aligning skills training with labour market needs and Nigeria’s economic growth priorities.
Scope of Work
Context Analysis
Conduct stakeholder consultations to analyze Nigeria’s TVET and Skills for Employment sector.
Map structure, coordination mechanisms, stakeholders, programs, policies, gaps and strengths.
Labour Market Relevance
Investigate growth sectors (renewable energy, climate‑smart agriculture, ICT, mining, health, manufacturing, aviation, logistics).
Align training with workforce demands, including Canadian private sector linkages.
Prioritize 2–4 sectors for deeper investigation, integrating GESI and ECC considerations.
Employer & Private Sector Engagement
Map industry associations, chambers of commerce and private sector actors.
Engage stakeholders to identify labour market needs and skills gaps.
Gender Equality & Social Inclusion
Collaborate with Nigeria‑based GESI expert to mainstream gender and inclusion.
Identify barriers limiting equitable access to training and employment.
Leveraging Global Expertise
Identify opportunities for Canadian institutional partnerships (colleges, polytechnics, universities, industry associations).
Support institutional strengthening, curriculum development and knowledge exchange.
Specific Tasks & Deliverables
Co‑develop detailed consultation plan with WUSC and CICan.
Identify stakeholders and organize consultative meetings during 2‑week scoping mission.
Participate in meetings, take notes and interpret findings.
Contribute to consultation report post‑mission.
Participate in review and interpretation workshop.
Conduct in‑country follow‑up activities as required.
Qualifications
Master’s Degree or MBA
in Economics or relevant discipline.
Minimum 7 years’ progressive experience with national/international organizations, private sector or government institutions in TVET.
Direct experience with Nigeria’s TVET sector and networks.
Experience with Nigerian private sector engagement.
Background in vocational training, employment promotion or career guidance an asset.
Experience with INGOs, government and civil society partners an asset.
Strong computing skills (Word, Excel).
Ability to work systematically, strategically and collaboratively in international teams.
Commitment to gender equality, women’s empowerment and youth development.
Fluency in English.
Experience conducting similar assignments in Nigeria.
Based in Nigeria.
