The Project Manager will be deployed as a State-Level manager for the program operations of the CERHSP (LOT 6) –WORLD BANK/UNICEF funded projects in Fangak and Ayod Counties.

The Project Manager will be expected to lead multi-sectoral / health assessments, project planning, coordination, and support fundraising, recruitment, and procurement, at the field level. She/he will be expected to mentor and/or capacity-build existing County health staff and will be responsible for the day-to-day operations of the health programs, ensuring compliance with the grant regulations and monitoring all project activities.

• With support from the Health and Nutrition manager, develop project plans and budgets, contributing towards an overall health program plan and master budget.

• Ensure project management deliverables, including contributing to the development of high-quality concept notes, proposals, and reports.

• Prepare and oversee project implementation to ensure timely delivery of project activities (for example, monitoring against log frames, and individual performance management work plans).

• Ensure timely preparation of program and donor reports on project activities in compliance with donor requirements.

• With support from the Health and Nutrition Manager and HR team, identify technical staffing needs for emergency programs and support rapid recruitment, induction, and training of new staff.

• Identify program supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan, and support the logistics team on storage, transport, and stock management of medicines.

• With support from the Monitoring & Evaluation team put in place an M & E plan for the project, ensuring this links to reporting requirements, and capacitates health field staff in carrying out the work.

• Support MEAL in putting accountability mechanisms in place for Health components of projects, ensuring that feedback is responded to in a timely manner, and that feedback from beneficiaries is considered in project design.

• To ensure integration (where appropriate) with other sectors, especially looking to strengthen the links between health programs, nutrition, and WASH. To encourage teams to have an integrated approach to emergency responses.

• Identify learning and training opportunities for health staff and work as a mentor and role model for less experienced staff.

• Run and support ongoing training and induction courses for health staff as required

• Ensure that WR work is coordinated with efforts of other agencies and local authorities, and support representation at the cluster at national and/or sub-national levels,

• Carry out advocacy activities that target decision-makers in the Fangak and Ayod Counties.

• Comply with WR policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities, and other relevant policies and procedures.

Knowledge, Skills, and Abilities:

• Health professional with
a postgraduate qualification in public health or equivalent field experience

• Significant experience working overseas in humanitarian programs, in particular, primary healthcare

• A minimum of five years of professional experience in public health/nutrition planning and management and/or in relevant areas of maternal, newborn, and child nutrition health care at the international level some of which preferably in a developing country is required.

• Previous experience in managing a team; training and capacity building of staff

• Knowledge of monitoring and evaluation

• Some experience in representation and ability to represent WR effectively in external forums.

• Knowledge of institutional donors and experience in developing proposals, particularly with UNICEF, WFP, BHA, UNDP, WB

• Ability to write clear and well-argued assessments and project reports

• Excellent communication skills especially with external stakeholders such as local authorities.

• Politically and culturally sensitive with qualities of patience, tact, and diplomacy

• A high level of written and spoken English

• The capacity and willingness to be extremely flexible and accommodating in difficult and insecure working circumstances.

• Commitment to the aims and principles of WR.

Desirable:

• Developing country work experience and/or familiarity with emergencies is considered an asset.

• Knowledge of basic security & communications training

• Previous experience working in South Sudan

• Positive attitude

• Interest in capacity building

• An area of expertise within humanitarian health

  • Able to travel and work throughout South Sudan, in all WRSS project locations

  • Spoken Arabic and local languages will be an added advantage

  • Requires good hand-eye coordination, and arm, hand, and finger dexterity, including the ability to grasp, and visual acuity to use a keyboard, operate equipment and read application information.

  • The employee frequently is required to sit, reach with hands and arms, talk and hear.
