Background:

World Relief (WR) is an international non-governmental organization with offices in 20 countries in Africa, Asia, the Caribbean, and the Middle East.

WR’s mission is the mobilize the church to serve the most vulnerable, and WR works through churches and other community groups in the areas of health and nutrition, agriculture, savings, water, sanitation and hygiene, and peace building, both in relief and in development capacities. World Relief has been operating in South Sudan since 1998.

Position Summary:

The Area Coordinator (AC) in ultimately responsible for the success of all programs and support operations in the area through the management of area staff and coordination with the Country Office (CO).

Programs cover a variety of humanitarian sectors. The AC is responsible for ensuring all activities in his/her area are carried out according to grant agreements, resulting in achieved targets, proper reporting, and good budget management.

The AC is responsible for ensuring compliance for support operations including logistics, safety and security, human resources (HR), finance, and community relations/representation.

The AC serves as the Security Focal Point for the area. The AC is responsible for building the capacity of other staff members to whom he/she can hand over to in his absence.

Essential Functions:

  • Oversee all projects in Bentiu Site in close communication with the Program Director (PD) and Country Director (CD).
  • Coordinate with technical experts to ensure program meet applicable standards and best practices.
  • Line-manage all sector leads (coordinators, officers, etc.).
  • Ensure field activities are consistent with grant agreements and budgets and are completed on time.
  • Identify additional humanitarian needs in the area through needs assessments and concept notes.
  • Ensure program quality through supervising monitoring and evaluation, including accurate reporting.
  • Contribute to the proposal process for new awards.
  • Supervise HR according to the HR manual, in coordination with the CO’s
    HR Department.
  • Supervise finance for the area, in coordination with CO’s Finance Department, including budget management, funds requests, spending forecasts, cash security, approvals for spending, and proper reporting. Line manage the Finance Officer.
  • Supervise logistics for the area, including procurement, warehousing, asset lists, and flights, in coordination with the CO’s Logistics Department.
  • Serve as the Security Focal Point (SFP) for the area in coordination with the CO’s SFP. Ensure security check-ins/reports are completed on time and enforce safety and security protocol.
  • Represent WR for relations with the camp management, community, local authorities, and other humanitarian actors.
  • Attend relevant meetings and engage in principled negotiation for humanitarian access and space.
  • Build the capacity of subordinate staff through example, mentorship, and training.
  • Designate and equip an Officer-in-Charge (OIC) when leaving the area, including a handover note and briefing.

    Knowledge, Skills & Abilities:
  • Demonstrated flexibility, adaptability and ability to manage multiple projects at once
  • Proficiency in Microsoft Office
  • Experience in managing grants from public funding (USG, UN, EU, etc.)
  • Ability to manage budgets, understand financial accountability procedures, logistics, and commodity tracking.
  • Conflict resolution and negotiation skills; interpersonal and cross-cultural sensitivity and experience
  • Christian faith and adherence to World Relief’s Mission, Vision and Values
  • Ability to maintain performance expectations in a hardship location

    Requirements
  • Committed to the mission, vision and values of World Relief
  • Personal Christian faith and a desire to serve vulnerable people
  • Bachelor’s degree in a humanitarian field required, health or nutrition area desired,
  • Master’s degree preferred
    3-5 years’ experience in humanitarian response, including some in a camp setting; at least 2 years in management position
  • Technical and hands-on experience in managing one of the WR’s technical intervention areas, health and/or nutrition preferred
  • Excellent written and oral English communication skills; Arabic language skills a plus
