  • The World Health Organization, Uganda Country Office is looking for a qualified and competent Ugandan national to fill the following vacant position:

    Consultant/Finance and Multisectoral Collaboration

    Functions

  • The Malaria Control Programme delivers a package of interventions from the national level through the district up to the community level aimed at prevention, control and eventual elimination of the disease.

  • In order to deliver these interventions effectively, a strong programme is paramount. One of the critical roles of the programme is advocacy and dialogue with stakeholders, resource mobilization, monitoring and reporting on grants implementation, coordination of partners through a multisectoral action. .

  • Under the overall guidance and supervision of the WHO Representative/ Uganda, the incumbent will provide hands-on technical support to the Malaria Control Program, Ministry of Health in advocacy and resource mobilization, grants management and implementation, partnership coordination/multi-sectoral collaboration ;

    Advocacy and Resource Mobilization

    • Support advocacy and dialogue sessions with different levels of stakeholders for innovative internal/domestic resource mobilization.

    • Ensure presence of the resource mobilization strategy and plan to effectively finance the malaria strategic plans. Support the implementation of the resource mobilization plan including its monitoring and regular review.

    • Ensure compliance of NMCD with Ministry of Finance's/donor policies, procedures, systems and practices.

    Partner Coordination and Multisectoral

    • Collaboration Support the RBM partnership Forum and Coordinate all partners working in malaria control/elimination to follow one national strategic plan, one coordination mechanism and one Monitoring and Evaluation (M&E).

    • Support all districts to have similar Roll Back Malaria (RBM) arrangements at that level to ensure coordinated response to malaria control.

    • Ensure regular stakeholder mapping to show what each partner does, geographic coverage, funding source and duration of their respective projects.

    • Ensure partnership coordination meetings take place regularly to review progress, plan together in order to avoid unnecessary duplication.

    • Promote multisectoral engagement to ensure malaria becomes everybody's business through the Mass Action Against Malaria (MAAM) and High Burden High Impact (HBHI) approaches of the Malaria Strategic Plan.
    Donor and other grants management

    • Keep a tab on all donor grants to the National Malaria Control Division/National Malaria Control Programme (NMCD/ NMCP) and ensure adequate monitoring of implementation, expenditures and absorption.

    • Prepare activity and donor reports timely.

    • Ensure that all fund management and disbursement functions are in line with the Ministry of Finance, Planning and Economic Development (MOFPED) and donor financial policies and procedures.

    Training and Technical Assistance

    • Periodically visit implementing partners to provide training and Technical Assistance in the areas of Finance and Grant Management.

    • Ensure the implementing partners have a clear work plan and budgets.

    • Ensures that all NMCD staff are trained on grant compliance issues to ensure compliance.

    • Guide and support sub recipients to ensure financial management standards are
    upheld. Arranges additional training/capacity building for implementing partners (as required).

    • Support grants team to analyze monthly expenditure, raising alarms when overspends/ underspends are recognized.

  • Perform other duties assigned by the Assistant Commissioner Health Services (ACHS).

    Skills Essential;

    • Excellent writing and oral communication and presentation skills;

    • Leadership skills and a participatory coaching management style;

    • Ability to oversee complex issues and identify priorities;

    • Language: Fluent in English.

    • Good working knowledge of Microsoft Office, including Word, Excel, and PowerPoint

    Required Competencies

    • Demonstration of Teamwork

    • Demonstration of ability to communicate effectively

    Required Qualifications

    Education Essential:

    • A basic University Degree with a Master's Degree in Business Administration or Human Resource management, or Public Health.

    • Desirable added advantage: certificate training in resource mobilization, social mobilization and advocacy, and professional qualifications like ACCA, CPA.

    Methodology of Work

    Office desk: the incumbent will have a desk at National Malaria Control Division (NMCD), Programme Manager's office.

    Supervision: There will be dual supervision of the incumbent. Primarily, the Assistant Commissioner Health Services (ACHS) will ensure daily supervision. The incumbent will attend relevant meetings at WHO ensure daily supervision. The incumbent will attend relevant meetings at WHO Country Office and ensure interface with the WHO immediate supervisor (the WHO Representative through the Disease Prevention and Control (DPC) Cluster Leader) on a regular basis.

    Reporting: Monthly progress reports will be provided to the ACHS with copies to WHO Country Office. A satisfactory end of contract report will be endorsed by ACHS and submitted to WHO Country Office for possible renewal of contract. A performance appraisal will be conducted jointly by ACHS and WHO.

    Experience:

    • At least ten (10) years of professional experience in health services program management, health system strengthening activities.

    • Experience in resource mobilization, dialogue, multispectral engagements, monitoring and evaluation.
