Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience.

WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda.

In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance.

Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

Job Purpose

To plan and manage West Nile field operations to ensure the effective and efficient deployment of programmes and use of allocated resources aimed at achieving Zero Hunger in the West Nile sub-region.

Key Account-abilities

  • Develop and maintain a sound knowledge and understanding of the national and district level economic, social and political situation to assess impact of programmes addressing Zero Hunger;
  • Provide inspiring leadership to Field Office team in terms of WFP’s Country Strategy Plan, guiding principles, policy interpretation, guidance on procedures, developing and maintenance of positive attitudes, coaching and mentoring, constructive team behaviour, and positive relations with all partners;
  • Through participatory approaches, support the District Local Government in designing and implementing community-based programmes while ensuring high standards of accountability and efficiency;
  • In collaboration with relevant sections of the Country Office, plan, coordinate and manage the implementation, monitoring and evaluation of WFP’s support in West Nile while steering the programmes towards an integrated approach;
  • Build capacity of WFP staff and district local governments to conduct analysis on food security, nutrition, markets, resilience, and related topics to effectively inform policies and programmes;
  • Play an active role in coordination with other UN agencies and partners in supporting the district local government drive towards coherence and cohesive programme delivery;
  • Contribute to the Country Office situation analysis, country programme formulation, country programme management plan, plans of action, project agreements, project cooperation agreements, annual and mid-term reviews, annual reports, and other required documentation;
  • Provide to government and partners technical support on situation analysis, early warning systems, policy, plan/programme/project formulation, project management, monitoring and evaluation.
  • Provide field office staff with leadership in monitoring and learning;
  • In cooperation with relevant units and partners in the field and country office, prepare or contribute to the annual report, donor reports and special reports, covering programme implementation, cash operations, personnel, special problems;
  • Ensure preparedness and response capacity building for the WFP field office while playing an active role in inter-agency emergency preparedness efforts with a focus preparedness and essential needs assessment and analysis;
  • Undertake rapid assessments as needed and lead emergency response interventions in West Nile with support from the Arua Area Office and other other Units in the Country Office;
  • Lead the field office teams to prepare and monitor annual workplans covering all units and staff members;
  • Approve and monitor the allocation and disbursement of funds in the Field Office, ensuring that funds and other resources are properly use in accordance with WFP’s rules and procedures;
  • Collaborate with the retail engagement unit to support the district local government and partners to improve supply chain management and develop the capacity of local retail sector to be a key component of integrated and cohesive programmes in the districts;
  • Monitor
    the procurement, storage, distribution, end use and maintenance of WFP’s supplies used within the districts;
  • In collaboration with the Area Office HR partner, enable requisite talent acquisition, staff development and learning and performance management of the field teams;
  • Represent WFP in various field level engagements and activities;
  • Promote extensive and intensive community engagement while ensuring that communication activities are effectively carried out;

    Standard Minimum Qualifications

    Qualification, Experience and Languages required:

    Experience:

  • Proven experience of at least 4 years in developing, or supporting in the development of technical and functional plans to support the achievement of organizational strategic aims within a evidence-based programme;
  • Proven exposure to field operations, preferably in a hardship duty station or emergency;
  • Sound and practical experience in analysing local political situations and assessing risk accurately;
  • Proven experience in collecting geo-spatial and socio-economic food security data, conducting quantitative and qualitative analyses, and reporting findings to Country Office leadership;

    Education:
  • Advanced University degree in Economics, Food Security Analysis, Statistics, Data Science, Public Health/Nutrition, Geography or other related field

  • Has deepened technical knowledge through exposure to technical teams.
  • Has taken leadership of implementing programmes.
  • Has provided input into policy discussions and decisions.
