Job Duties and Responsibilities

The overall goal of the position is to provide coordination, analytic and technical support related to intergovernmental relations in Somalia, including:

  • help define responsibilities for the delivery of functions in key areas such as education and health;

  • assist establishing agreements for the sharing of revenues,

  • help strengthen the institutional basis for inclusive intergovernmental fiscal relations building on existing fora.

  • The role will include core tasks in the World Bank’s task team supporting the inter-governmental agenda in Somalia.

  • This will include engagement and coordination with Somalia authorities (at federal government and federal member states levels including working in close collaboration with the IGFFC Coordinator and Fiscal Federalism Advisor based in the FGS Ministry of Finance), provision of technical advice in agreement with the task team.

  • It will also include preparing technical options/notes with various World Bank teams on various scenarios, drawing on relevant international practices/experiences.

  • It will also entail monitoring implementation progress and results, providing progress updates as frequently as possible, documenting meetings and agreements and coordinating and participating in missions by the task team.

  • Additionally, the role will contribute to critical thinking and direction of the World Bank’s engagement in intergovernmental fiscal relations, and support governance dialogue with key partners such as senior government officials, development partners, NGOs and civil society.

    Qualifications

  • At least ten years of relevant work experience

  • Technical knowledge of intergovernmental fiscal relations and governance in developing countries

  • Demonstrated experience of implementing programs in Somalia, including the ability to interact with partners on various levels (authorities, donor
    partners)

  • Record of engagement with NGOs, think tanks and business community in Somalia

  • Ability to organize multi-stakeholder conference and harness dialogue, lead on negotiations

  • Excellent knowledge of written and spoken Somali as well as English language

  • Excellent communication skills, including proven track record to prepare written outputs in English to a high standard.

  • Great team player and ability to work in diverse teams.

    Note

  • The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years.

  • If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum.

  • Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
