Background

Windle International Kenya (WIK) is a non-profit humanitarian organization with a mission to transform society through education and training.

WIK seeks a qualified candidate for the role of Consultant in School PA and BOM Members Training for the anticipated Improving Transition Outcomes in the Competency Based Curriculum (IT-CBC) project in Kakuma and Dadaab Refugee camps.

The IT-CBC program will address the challenges around the implementation of the Competency Based Curriculum in refugee schools in Dadaab, Kakuma and Kalobeyei and in particular the transition into Junior Secondary School between the years 2022 - 2023.

It will do so by addressing three interrelated areas critical for the successful implementation of the new curriculum which include:

  • Enhance the capacities of teachers to effectively deliver competency based curriculum in middle school.

  • Increase infrastructure and materials necessary for the implementation of Competency Based Curriculum in middle school.

  • Enhance parents and education stakeholders’ engagement towards effective curriculum implementation support especially for girls and other vulnerable groups.

    Purpose and Scope of the Consultancy

    Parent Associations (PA) and Boards of Management (BOM) are critical structures in effective school governance.

    The maintenance of good working relationship between teachers and parents is one of the key functions of the Parents Association.

    Schools succeed when parents and teachers work together.

    Boards of Management on the other hand promote quality education for all learners as enshrined in Kenya’s Basic Education Act.

    Many parents have expressed doubts on the quality of learning under the new curriculum.

    This has the potential to significantly impact on school attendance and especially so for girls and other vulnerable groups such as learners with disabilities.

    It is imperative that the PA and BOM members understand the provisions of the Competency Based Curriculum and their role in ensuring its successful implementation especially at the newly introduced Junior Secondary school level of study.

    The purpose of this consultancy is to facilitate training of BOM and PA members in targeted refugee schools to ensure effective governance and the promotion of support for the successful implementation of the new Competency Based curriculum.

    The IT-CBC project will train 210 School PA and BOM members across secondary schools in Dadaab Refugee complex, Kakuma Refugee camp and the Kalobeyei settlement.

    Training sessions shall be conducted twice a year on the basis of identified gaps aligned to the successful implementation of junior secondary school in Dadaab and Kakuma Refugee Camps.

    Each training session shall take an average three days exclusive of the consultants effort around content development and reporting.

    Duties and Responsibilities

  • Develop a Training Manual for training PA and BOM members on their role in effective school governance and in relation to the successful implementation of the Competency Based Curriculum.

  • Undertake training of PA
    and BOM members drawn from targeted secondary schools in Kakuma and Dadaab Refugee camps on effective governance and the promotion of support for the successful implementation of the new Competency Based Curriculum.

  • Develop detailed training report with recommendations on successive training needs for PA and BOM members around implementation of the Competency Based Curriculum in Junior Secondary School.

    Deliverables

  • An inception report capturing your understanding of the assignment and content development approach.

  • Training manual informing training delivery for PA and BOM members.

    Qualifications

  • A minimum of a Bachelor’s Degree in Education or the social sciences;

  • A minimum of five years’ experience working with education and specifically training of school governance structures in humanitarian, ASAL or post-conflict contexts;

  • Experience in Kenya’s Competency Based Curriculum(CBC)implementation and an in-depth understanding of its requirements of Parents Associations and School Boards of Management;

  • In-depth knowledge of curriculum design, instructional methods, and training techniques;


  • Thorough understanding of the composition and functions of the Board of Management and Parent Associations in schools as provided for by the relevant laws of Kenya;

  • Exceptional written and verbal communication skills and an ability to prepare high quality reports in easy to understand formats for non-technical audiences.

  • Approach to assignment that demonstrates extent to which the applicant understands the requirements as set out in this advert.

  • Feasible and technically sound methodology, appropriate for fulfilling the overall purpose of the PA and BOM training.

  • Realistic work plan with specific treatment of key deliverables and priorities.


  • Expertise, experience and qualifications of the applicant.

    The Financial Proposal Will be Assessed on the Following:

  • An appropriate Price Schedule which includes, as a minimum, the consultancy rate per day, and number of workdays per main activity in order to assist the Contracting Unit to determine, which items may be negotiated, if applicable, or which items can be modified as per the budget.

  • All prices shall be quoted in Kenya Shillings.
